I am not sure why it works on Solaris and not on windows. I know it is
looking for some libraries and headers but I have included everything that I
know.

Your assign + test if you manage to open the files is incorrect.
And you have also swapped the parameters to fopen().

Don't do:
    if(F==fopen("r", "input1.txt")) /* open file */

Instead do:
    F = fopen("input1.txt","r");
    if (F != NULL) {
        // do something
        ...
        fclose(F);
    } else {
        // oops - failed to open file.
        ...
    }

I ran this program ok on my solaris box using gcc but when I used it  
on my Vista server it created some issues which I have resolved except  
this one. I want to use Dev C++ but I want to be able able to go  
across platforms . is there a replacement for this function . This is  
part of my reseach paper on Cognitive radio technology and felxability  
will be a big advanatge.

Hello,
struct timezone is in sys/time.h .
The rest is not anywhere, because mingw (dev-c++'s compiler) does not contain 
posix emulation layer. Either use e.g. cygwin or rewrite the code to use 
winapi functions.

struct timezone is obsolete and shouldn't be used.

The proceedings book will be published by the Taylor & Francis Group and
indexed by Thomson Reuters Conference Proceedings Citation Index, IET
Inspect and Elsevier Scopus.

A book with 20 invited works from the best ones presented in VipIMAGE2011
(extended versions) will be published by Springer.

The organizers will encourage the submission of extended versions of the
accepted papers to related International Journals; in particular, for
special issues dedicated to the conference.

 

 

Important dates

 

- Deadline for Thematic Sessions proposals: 15th January 2011

- Deadline for Extended Abstracts: 15th March 2011

- Authors Notification: 15th April 2011

- Deadline for Full Papers: 15th June 2011

 

 

Awards

 

"best paper award" and "best student paper award" are going to be given to
the author(s) of two papers presented at the conference, selected by the
Organizing Committee based on the best combined marks from the Scientific
Committee and Session Chairs.
