We compute the supersymmetric partition function of $\mathcal{N}{=}1$ supersymmetric gauge theories with an $R$-symmetry on $\mathcal{M}_4 \cong \mathcal{M}_{g,p}\times S^1$, a principal elliptic fiber bundle of degree $p$ over a genus-$g$ Riemann surface, $\Sigma_g$. We study 3d $\mathcal{N}=2$ supersymmetric gauge theories on closed oriented Seifert manifold---circle bundles over an orbifold Riemann surface---, with a gauge group G given by a product of simply-connected and/or unitary Lie groups. The Hori-Tong and Hori dualities are infrared dualities between two-dimensional gauge theories with $\mathcal{N}{=}(2,2)$ supersymmetry, which are reminiscent of four-dimensional Seiberg dualities. We provide additional evidence for those dualities with $U(N_c)$, $USp(2N_c)$, $SO(N)$ and $O(N)$ gauge groups, by matching correlation functions of Coulomb branch operators on a Riemann surface $\Sigma_g$, in the presence of the topological $A$-twist. In this paper, we calculate the topological free energy for a number of ${\mathcal N} \geq 2$ Yang-Mills-Chern-Simons-matter theories at large $N$ and fixed Chern-Simons levels. The topological free energy is defined as the logarithm of the partition function of the theory on $S^2 \times S^1$ with a topological A-twist along $S^2$ and can be reduced to a matrix integral by exploiting the localization technique. We implement the conformal bootstrap program for three-dimensional CFTs with $\mathcal{N}=2$ supersymmetry and find universal constraints on the spectrum of operator dimensions in these theories. By studying the bounds on the dimension of the first scalar appearing in the OPE of a chiral and an anti-chiral primary, we find a kink at the expected location of the critical three-dimensional $\mathcal{N}=2$ Wess-Zumino model, which can be thought of as a supersymmetric analog of the critical Ising model.
