the material shall be procured from local market, hence F.E. component shall not be required.
In this regard it is submitted that emphasis shall be made to procure all the equipment /
material from local firms, however, the equipment like 132 kV C.Bs, 132 kV Isolators,

available from local market shall have to be imported for which F.E component shall be

(1) In this regard, it is submitted that, as per findings of joint visit by NTDC and
LESCO Engineers at 66 kV EMCO Grid Station on 30-4-2004:
(i) The 3rd 66/11 kV 10/13 MVA Power Transformer can be added in the
switch yard and a 9-meter wide 11 kV switch room can be constructed to
accommodate 11 kV panels for this transformer.
(2) As far as loading position of 66 kV system feeding the EMCO grid station is
concerned, it is submitted that the loading conditions of 66 kV Attabad-Emco transmission line
and 40 MVA 132/66 kV Power Transformer at Attaabad Grid Station (feeding EMCO) were
analyzed for the months of 5/2003 to 4/2004 by allowing 80% loading of 3x10/13 MVA
Power Transformers at EMCO and it was found that expected loading of 66 kV Attabad-
EMCO transmission lines comes out 102.6% and the same for 40 MVA, 132/66 kV power
transformer at Attabad Grid station comes out to 81%.
(1) In this regard, it is submitted that, as per findings of joint visit by NTDC and

concerned, it is submitted that the loading conditions of 66 kV Attabad-Emco transmission line
and 40 MVA 132/66 kV Power Transformer at Attaabad Grid Station (feeding EMCO) were
analyzed for the months of 5/2003 to 4/2004 by allowing 80% loading of 3x10/13 MVA
Power Transformers at EMCO and it was found that expected loading of 66 kV Attabad-
EMCO transmission lines comes out 102.6% and the same for 40 MVA, 132/66 kV power
transformer at Attabad Grid station comes out to 81%.
iii) 3rd 10/13 MVA, 66/11 kV Power Transformer may kindly be added at 66 kV
EMCO grid station with the condition that loading of 3x10/13 MVA power
transformers be restricted to 60 %, to avoid damaging of power transformer due
to over loading / jerky furnace load and to keep the 66 kV feeding system within
permissible limit.
2. The PHA staff created hindrance during soil investigation and eventually the transfer of
said land was withdrawn on 1-1-2001 by Secretary (Colonies Department) Government
of Punjab.
3. The matter was taken up with B.O.R. Punjab to reconsider the decision and allow
construction of the grid station but the request was regretted on 13-2-2002.
4. Efforts were made to find some alternate piece of land but in vain as suitable land of
required size was not available in the vicinity.
5. The matter was taken up with the Governor of Punjab who visited the site of proposed
grid station on 4-8-2002 and was briefed by Chief Engineer (GSC) NTDC WAPDA.
He, in turn, instructed the District Government Lahore and PHA to conduct Survey in
order to find out alternate site.
6. The matter was again taken up by Chairman WAPDA with Governor of Punjab and
accordingly Governor of Punjab directed the concerned Department to hand over the
site to LESCO for the construction of proposed 132 kV Sheranwala Gate grid station.
The temporary possession, however, was taken but the documentation for the transfer of
land in the name of LESCO could not be completed.
7. Demarcation was given at site on 10-1-2004 by the Patwari and Tehsildar concerned but
Tehsildar (Najul) refused to sign the papers of possession/demarcation in the light of
contents of the Secretary (Colonies Department) Government of Punjab Lahore, letter
No. 2785-2001/2273-C.S. (1) dated 1-10-2001 and D.O. (Revenue) Lahore letter No.
Nazul/69-c/192 dated 18-9-2001 issued for non-construction of the grid station.
8. It is pertinent to mention here that, 132 kV grid station near Sheranwala Gate was
proposed to provide the continuous supply to walled City of Lahore and area around it.
Moreover, this grid station will have to provide relief to already overloaded 132 kV
Bhatti Gate, Fort and Badami Bagh Grid Stations.

9. The matter has delay to a such extent that if this grid station is not constructed within
next few months, then it is apprehended that LESCO will not be able to avoid forced
load shedding in walled City of Lahore and area around it.
10. Foregoing in view, it is requested that Secretary (Colonies Department)-I and District
Officer (Revenue) may kindly be advised to issue necessary amendment in the orders,
mentioned in para-7 above, so that possession formalities could be completed and
construction activities of 132 kV grid station Sheranwala Gate, Lahore could be started
without further delay.

coordination with Distribution Companies to achieve the target for loss reduction by
converting 33 kV and 66 kV grid stations and transmission lines into 132 kV.

RECONNECTION OF AYAZ TEXTILE MILLS LTD.
1. M/s Ayaz Textile Mills Ltd. became WAPDA / LESCO consumer on 24-3-1992 with
sanctioned load 1066 kW under tariff B-3. The consumer was being fed through 11 kV
independent Ayaz feeder 9.69 KM long.
5. The RCO was effected on 5-9-2002 under Incentive Package for Industries after
recovering 25% down payment of arrears Rs. 23,70,067/- and allowing 12 installments
of remaining amount.
7. The consumer paid the defaulting amount of Rs. 8,36,025/- upto January 2004.
8. In January 2004, the consumer requested for reconnection and installments of arrears
worth Rs. 16,71,751/-.
9. Chief Executive LESCO had allowed to pay down payment Rs. 6,63,591/- and
remaining in 3-installemtns on 15-1-2004 for reconnection.
10. The AM (CS) City Divn. Kasur has issued the D.N. / Bills to consumer for reconnection
as follows:-
11. Since the consumer had already availed the facility of Incentive Package for Industries
during 9/2002, so he is entitled to avail this facility again as per policy in vogue.

MATTER WAS DISCUSSED WITH MR. SULTANS, SSO,
INCHARGE 132 KV ATTABAD GRID STATION ON 3-4-2004
1. 1280-Amp. Maximum load of T-1 (20/26 MVA) Power Transformer has been recorded
in 10/2003. The matter was got investigated from Grid Station Staff, who intimated that
due to damage of Power Transformer at 132 kV Grid Station ICI (Public), the load of 11
kV New Rupali feeder (Approximately 120-Amp.) emanating from ICI (Public) Grid
Station was shifted on 21-10-2003 to this Power Transformer, in emergency. The actual
maximum load of this power Transformer is about 1170-Amps.
2. 1300-Amps. Load was recorded in 3/2003 when the load of 11 kV Flaying Paper
increased rapidly. In order to avoid tripping due to over loading at T-2, the 11 kV Flying
Paper feeder (300-Amps.) was shifted to T”-1 Power Transformer at spare panel of
Sunshine Factory (closed). By this arrangement load of T-2 came down to around 1200-
Amps.

Due to critical loading condition of 132 kV EMCO grid station and in order to meet
with rapidly increasing load growth in the area, augmentation of existing 1x20/26 MVA Power
Transformer with 40 MVA Power Transformer was approved by the Chief Executive Officer LESCO
and you were advised to take immediate steps for execution of work on priority basis vide this office
letter No. 34836-41 dated 23-11-2017.
The matter has been discussed with Chief Executive Officer explicitly and it has been
decided that in order to resolve the matter and meet with the load requirement of the area 1 No. 40
MVA Power Transformer may immediately be allocated for above mentioned augmentation from
existing available stock and compliance be reported to this office within one week positively.
