**Please note that only the players who take part in this State Championship will
be permitted to represent Tamil Nadu as selected/special entries in the forth
coming National Sub Junior (U-15) Chess Championship. Hence participation in
this State Championship is COMPULSORY.**
Note to District Chess Associations: Hence advise all your U-15 players to take
part in this State Championship.
Entry Fee: Normal : Rs.400/- Special: Rs.800/-
Last date for receipt of entries: 09th May 2017 Strictly Entries will not be
accepted after the last date (09th May 2017)
Rules and Regulations
Age Eligibility Those who are born on or after 1.1.2002 are eligible to participate. Age proof is
required. Certificate should be from the Panchayat/Municipality or corporation
obtained soon after birth. Players without the date of birth certificate will not be
allowed to participate. As per the rules of AICF, only players whose dates of birth
are registered within one year of their birth are permitted to take part in respective
age group state/nationals. Other country passport holders shall not be allowed to
participate in the State Chess Championship. Only Tamil Nadu Players can
participate in this championship
Lodging: Rooms will be provided to seeded/selected players (nominated by the district
association) and one manager own. (3 or 4 persons per room).
All special entries and accompanying persons will be provided with Dormitory type
of accommodation. All are requested to bring their own beddings.
Canteen Facility Available at the Venue
Registration of All the participants of TN State U-15 Chess Championship must be registered
Players with players of All India Chess Federation. Those who have already registered with
AICF: AICF must produce proof thereof. The AICF Player registration fee for the year
2017-2018 is Rs. 250/-. Entries without AICF registration fee will be rejected.
Registration of All the participants of TN State U-15 Chess Championships are required to register
players with themselves with TNSCA by paying Rs. 150/- as player registration fee for the year
TNSCA: 2017-2018, the players have to submit their Date of Birth Certificate copy and one
passport size photo along with the duly signed and filled TN players Registration
Form. Those who have already paid must show the proof thereof.
TDCDA All the players belonging to Tirunelveli District must register themselves with
Registration TDCDA. Registration fee for the period from 1st April 2017 to 31st March 2018 is
Rs.100/- This amount should be paid along with duly filled TDCDA Player's
Registration form with D.O.B certificate copy and passport size photo. Those who
have already registered with TDCDA must produce proof thereof. Entries will not
be accepted without TDCDA Registration Fee.
Rules: FIDE rules in force shall apply.
System of play: The Tournament shall be conducted on Nine rounds Swiss System.
Time Control: 90 minutes each plus 30 seconds increment from the move one.
Tie-break Direct encounter, Buchholz Cut 1, Buchholz, Sonneborn Berger and number of
wins (forfeit included) tie-break rules will be applied. In case of tie, prizes will not
be shared.
Chess Clocks: Each Association is requested to provide at least two chess clocks for every four
players.
Appeals An Appeals Committee comprising of three members and two reserves will be
Committee: formed at the managers meeting. All the members and reserves shall be from
different districts. No member of committee can vote on dispute in which a player
from his own district is involved and in such case(s), the reserve member takes his
place. The decision of the appeals committee is final and binding on all players
concerned.
Tournament The tournament committee consisting of the General Secretary, TNSCA or his
Committee: representative, The Secretary of Tirunelveli DCDA or his representative and
representative from another district to be nominated by the TNSCA shall decide on
all emergency matters
Protest: Protest, if any against the decision of the Chief arbiter shall be made in writing with
a protest fee of Rs.500/- within 15 minutes of the incident. The decisions of the
appeals committee shall be final and binding on all concerned. The protest fee is
refundable one if the protest is upheld.
Withdrawals: A player may withdraw from the tournament at any stage after informing the Chief
Arbiter in writing.
Arrears: The players belonging to Districts which are in arrears to TNSCA will not be
allowed to take part.
Rights of The TNSCA /TIRUNELVELI DCDA /organizer / reserve the right to admit /reject
Admission: any entry without assigning any reason thereof.

the venue and lodging place
Instruction to the As per the rules of AICF only players whose dates of birth are registered within one
District Chess year of their births are permitted to take part in respective age group Nationals.
Associations: Hence Dist. Assns are directed hereby to forward the names of players whose birth
registrations have been done within a year of their births for this TN State
Championship. Wherever discrepancies exist, the matter may taken up with AICF
through TNSCA. This will avoid the inconvenience caused to such players when
they appear in Nationals.
Subject to Age Limit the following are eligible to play:
1 Only Indian Nationals are eligible to participate.
2 Four players in each category from the affiliated District Chess Assn / Special Units.
3 Top four rankers (Boys & Girls) from 2016 TN State U-17 Chess Championship.

9 Any player who remits the prescribed special entry fee: Rs.800/-
10 TNSCA General Secretary can nominate one entry in each category.
11 Four players in each category, approved by TNSCA will be permitted from areas where
no district association exists.
12 The Host TIRUNELVELI District Chess Development Association is entitled to field two
additional entries.
13 In case of odd entry, Tirunelveli DCDA is entitled to add one entry in each category to
make the total number even.
15 In addition to the above the following districts can field additional one entry by virtue of
their Kanchipuram.

16 All GMs, WGMs, IMs & WIMs are eligible to play as seeded subject to age limit.
Note: While sending the entries Dist. Associations should certify that the players have been
duly selected from the Selection/District Chess Championship giving details of venue
and date. If such certificate is not sent, all their entries will be treated as special entries.
