What kind of change does this PR introduce?

relates to #513
unblocks #539

What is the current behavior?

AMI runs a custom build of postgres on ubuntu focal
Docker runs official build on debian bullseye

What is the new behavior?

  • Change docker image to use ubuntu focal
  • Will update AMI to use the same package from Postgres PPA in a followup PR
