reference/datetime/datetimeinterface.xmlについては最終コミットが別にありましたがリビジョンの指定は翻訳対象の修正が入ったリビジョンにしています
この部分は適切な値を指定しているのか不安なので確認をお願いできればと思います

現在コミットいただいている形で大丈夫です。
EN-Revision は「どこまで翻訳したか？」を識別するために付与しています。翻訳対象の原文のコミットIDを正確に付与しておくことで:
メンテナ向け: PHPマニュアル のメンテナンス方法 > 翻訳すべきファイルを俯瞰する方法
revcheck.html というファイルを生成し、お好きなブラウザで開いて確認します。
php doc-base/scripts/revcheck.php ja > revcheck.html
ここで生成される表やリンク先の差分で、未翻訳箇所がすぐに解る、という具合です。
