Follow up to #55235 since its changes were reverted by a github action.
DateTimeInterfaceandDateTimeZoneare incorrectly namespaced in theDatefacade. Since the facade pulls the docblocks fromDateFactory, I updated to file to use\DateTimeInterfaceand\DateTimeZone.
