    REQUEST FOR EXPRESSION OF INTEREST


    PROVISION OF SECURITY SERVICES
    REFERENCE NO.MST-TZ-20231020

    Daqing Oilfield Construction Group Co., Ltd. (hereinafter as DOCG), as a CONTRACTOR for
    Storage Facilities and Terminal Construction of EACOP Project, invites experienced and reputable
    contractors that have demonstrable capability, willingness, ability and availability to perform
    following works to express their interest.

    The EACOP Project development involves the engineering, construction, operation and maintenance
    of a crude oil export pipeline crossing Uganda and Tanzania and an onshore Marine Terminal in
    Chongoleani, near Tanga Port in Tanzania.

    BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES:


    The services include but not limited to, the following:
    a. Provision of 24/7 manned guarding services for project site premises (including camp, storage
    warehouse, construction area).
    b. Provision of Security Control Room Services 24/7-English Speaking.
    c. Provision of a dedicated Security Supervisor - English Speaking.
    d. Provision of weekly security information reporting services for the East African Region, especially
    Tanzania.
    MINIMUM REQUIREMENTS FOR EOI SUBMISSION:
    a. Provision of valid ISO18788 certification.
    b. Provision of valid ISO45001 certification.
    c. Proof of commitment to upholding the VPSHR.
    d. Proof that hiring practices avoid the recruitment of personnel involved in human rights violations
    e. Demonstrate the capacity to manage security operations, to provide training and that he
    implements a robust Corporate Social Responsibility policy in line with national labour
    regulations
    f. Provision of relevant experience for last 3 years.
    g. Provision of valid insurance certification.
    h. Memorandum and articles of association
    i. Certificate of incorporation (BRELA); TIN certificate; Valid Business license and Permits.
    j. Proof of Registration with the Tanzania Revenue Authority (TRA).
    k. Tax Clearance Certificate for the latest year available.

    Compliance with Petroleum (Local Content) Regulations, 2017, and Local Company definition
    for Tanzania.
    Proof of registration/application to Local Supplier Service Provider (LSSP) database at the time
    of submission of the response to this Expression of Interest is strongly recommended.

    Interested companies with the capacity to provide the services listed above should express their
    interest in English language by sending the above documents to [email protected] (not exceeding
    20 MBs) on or before 17:00 hours East African Time (EAT), on 05/Nov/2023. Subject of the email
    should be MST-TZ- 20231020-XXX EOI — [COMPANY NAME].

    Companies satisfactorily meeting the above minimum requirements will receive, subject to the
    signature of a Non- Disclosure Agreement (NDA), a detailed pre-qualification questionnaire for
    further evaluation by Company.
    DOCG reserves the right not to consider companies that submit an incomplete dossier.

    Note: Only pre-qualified companies will receive invitation to submit bids in furtherance of the call
    for tender process.
