Welcome/Chairman's Message

It is my pleasure to welcome you to this first issue of the ICJA's newsletter, the 'Association Guard'. Through the Association
Guard, we seek to keep you up to date on what is going on in our Association every three or four months. We also aim to
present a professional front and introduction to the outside civilian world of what ICJA is all about.

Much work has gone into getting this Association to where it is now, but there is so much more to be done. We will need all
hands on deck to bring the mission of ICJA to life - “to form a legal body that promotes the best interests, sustainability and
efficient operation of nongovernmental and non-corporate cadet organizations, and which represents and speaks on their
behalf, as well as facilitates networking and support among member organizations.”

Please do not hesitate to lend a helping hand and pitch in wherever you can. I would like to thank Lt Col Shacquille Straw and
Maj. Chevonne Oates from the All Island Cadet Corps, and Lt Col Jorvan Robinson from the Black Eagle Cadet Corps for the
hard work, time and effort that they have put in. Last, but not least, I am grateful for the dedication shown by Lt Samarie
Campbell in the initial stages, and Lt Horace Brown and Sergeant/Under Officer Christine Salmon from the Ranger Cadet
Combined Corps. These stalwarts are a significant part of the reason that we exist as an Association today.

And so, I present to you, the Association Guard. In it, you will find a treasure trove of information and news about ICJA and our
remarkable member organizations. I am certainly honoured to be the Chairman of such talent and drive. Enjoy. And feel free to

Message from the Deputy Chairman

On behalf of the Independent Cadet Joint Association (ICJA), it is with great pleasure that I
welcome you to our association. Our mission as an association is to assist paramilitary groups
to foster into high-standard Youth Development Organizations that significantly impact the lives
of each member that passes through the respective ranks/posts.

We aim to create an atmosphere of growth and patriotism, providing assistance to groups

through shared knowledge and access to funding to facilitate the way going forward with plans
for each individual organization’s goals. ICJA will provide the requisite training and tools to aid in
proper planning and execution of strategies, developing each individual member organization
with the goal of a domino effect; hereby aiding the development of the youths and, by extension,
development of our great nation. Welcome and look forward to being fulfilled, educated,
entertained and inspired while having a life changing experience.

What is ICJA? What is ICJA all about?
• ICJA is an advocacy, support and regulatory volunteer service association of
independent cadet organizations. We are currently made up of:
– All Island Cadet Corps
– Black Eagle Cadet Corps
– Gordon Pen Cadet Corps
– National Naval Cadet Corps
– Ranger Cadet Combined Cadet Corps

• Our mission, according to our Constitution, is to form a legal body that promotes the
best interests, sustainability and efficient operation of nongovernmental and non-
corporate cadet organizations, and which represents and speaks on their behalf,
as well as facilitates networking and support among member organizations.

• Although we are a non-governmental volunteer oversight body and service organization, we

endeavour to work closely with the Ministry of Education, Youth & Information (MoEYI) and 5
Ministry of National Security (MNS).
In carrying out our mission, we also fulfil the following objectives:
1. assist member cadet forces/corps in acquiring resources;
2. lobby for and make recommendations to appropriate organizations, ministries, departments and
agencies in regards to matters that will promote the operations, aims and objectives of member
organizations;
3. facilitate exchange of best practices in regards to training and operations;
4. bring greater strength to independent cadet forces/corps through a unity of effort;
5. register and monitor newly-formed paramilitary youth organizations;
6. negotiate on behalf of member organizations with national, regional and international organizations
and agencies;
7. promote community engagement and development, as well as good citizenship, through unified
service;
8. organize combined camps, parades, sports days and other competitive events among member
corps/forces, as well as combined volunteer/outreach efforts;
9. approve and accredit Commissions of Officers of member organizations;
10. standardize the basic minimum of cadet paramilitary training requirements and standards among
member corps/forces;
11. mediate or adjudicate/act as a court of appeal for grievances/motions made against the
Executive/Command/HQ bodies of member corps/forces by individual members of those
organizations, or between two or more conflicting member corps/forces with a view to achieving and 6
maintaining harmony, professionalism, transparency, justice and good order.
• How do we do all this? - by working
as a team and discussing what we
need, what works for us and what
doesn't, making plans and policies
together, and entrusting the ICJA

How Did It All Start?
• On January 21, 2018 All Island Cadet Corps contacted the Ranger Cadet Combined
Corps (RCC) seeking a partnership for both organizations to better serve our youth.

• Later that year (July 31, 2018), Black Eagle Cadet Corps also contacted the Ranger
Cadet Combined Corps seeking a partnership in which both organizations would
mutually benefit.

• The 2IC of RCC then suggested the idea of an Association for the betterment of all three
organizations and all other independent cadet corps/forces, and then set about drafting a
Constitution and insignia for all three organizations to discuss, amend and adopt.

• And so, the ICJA first unofficially launched in 2018 with the following member
organizations:

Lt Col Robinson is Founder of the Soaring Eagle Foundation (SEF), a voluntary youth and Maj. Davidson is dedicated to service and volunteerism, having started
community development foundation, and President of its Board of Management. He is also volunteering with Gordon Pen Citizen Association in 2016 before joining
Corp Commander of Black Eagle Cadet Corp (BECC), which is one of the subsidiary the Gordon Pen Cadet Corps at its inception in 2017. She credits
bodies and organs of SEF, forming its paramilitary youth arm. volunteerism for her personal growth and for the discipline that she has

Meet the Management Team (2019-
2022)

The Management Team supports the Executive Command, and is responsible

for the day-to-day operation of the ICJA. Unlike the Executive Command,
which is elected by the General membership of ICJA for a term of two years,
the Management Team is appointed by the Exec Command to serve for a
term of three years.

Maj. Chevonne Oates’ paramilitary career started at the Clan Carty High School Lt. Brown is a commissioned Officer and the Second-in-Command (2IC) of
with the Jamaica Combined Cadet Force. There, he served as Section Commander,
the Ranger Cadet Combined Corps and a certified Fire Warden with the

he serves in the capacity of Administration NCO within the rank of Officer

Quartermaster/Registrar

After training all levels of rank for almost a decade, I am privileged to write this message as your
Training Officer and Quartermaster Registrar. This is a special time in the paramilitary section of
the youth development sector of Jamaica. For the first time, independent paramilitary service
organizations are uniting under one umbrella, observing common principles and common
practices to achieve a common goal; ‘a better tomorrow for the youth of today'.

Looking ahead, we are focussed on accelerating the execution of our growth strategy while
continuing to build on the strength of each individual organizations' brand, share knowledge and
create innovative ways to bring positive change to the communities in which we work and live. I
am incredibly excited about this journey and truly believe the best of the Association is yet to

Welcome to the Office of the Court Martial General. I am honoured to write this message as your
appointed Court Martial General. The smooth operation of the Independent Cadet Joint Association is
dependent on every single member of the association and its member organizations. It is the duty of
the office of the Court Martial General to ensure that all disciplinary protocols and procedures are
followed and adhered to. Hopefully, you will never have to be referred to my office.

It is also my responsibility to investigate, mediate, advocate and adjudicate on your behalf if you feel
that you are abused, taken advantage or demeaned in any way by your organization and superiors.
All member organizations will be held to the highest standard of professionalism, transparency and
integrity, and it is my duty to support the Executive Command body of ICJA in ensuring this, and to
also keep them in check. Apart from these roles, I support the Training Officer in his duties as needed,
from time to time.

I look forward to working with you, as you help me to keep the ICJA a respectable, disciplined and

Money Matters: the Treasurer Talks

Greetings, everyone. As your Treasurer, I look forward to working with you as we seek to build financial
stability for our Association, as well as for our individual organizations. We have not been doing well
financially, and I aim to change that as we proceed in our endeavours. We have not yet been making any
income. Hopefully, at the upcoming General Meeting, we will be able to agree on an annual membership
fee/dues for all member organizations to contribute. We need to get things moving!

We are putting together a Fundraising Committee consisting of myself and the PRO (Lt Samarie
Campbell) and we invite all Quartermasters and/or Administrative Officers from all our member
organizations’ Corps, Divisions, Battalions and Companies HQs to join. We need you dynamic individuals
on our team. In the meantime, I propose some ideas for raising funds (your suggestions are always
welcome):
• Start a chicken farm (whether layers or broilers) for the benefit of ICJA;
• Plant crops to be sold at harvesting;
• Organize a block drive
I am eager for us to combine our resources and ideas to build our collective financial stability and move
forward.

• Liaise with HEART/NTA and MoEYI to create a Level 3 (Diploma) and Level 4 (Degree) in
