The N.Y. State Tax Commission has sent a bill for $4,000,000 to the New York State Off-Track Betting Commission for revenue lost last year as a result of the operations of the Off-Track Betting Corp. The Off-Track Betting Commission doesn't have a thin dime. Writer says he recalls some long ago days when he went racing in Ireland. When a bookmaker at one of the little one-day meetings tapped out (and many bookmakers did, for most of them went on with a short bankroll), he stood at his pitch with his money satchel open, to show that he couldn't pay off. If you had a winning bet with him, you could, if you cared to, try to take the worth of it out of his hide. After the races, you'd see the grandest fights.
