Dowse, 21 Şubat 1958'de Honolulu, Hawaii'de doğdu. Norfolk Eyalet Üniversitesi'nden mezun oldu. 1988'de başladığı oyunculuk ve yönetmenlik kariyerini 2022 yılındaki ölümüne kadar sürdürdü. En çok; Bayan Yvonne Teasley rolünde olduğu TV dizisi; Beverly Hills, 90210 (1991-2000), Yargıç Rebecca Damsen rolünde olduğu TV dizisi; The Guardian (2001-2004) ve Dr. Rhonda Pine rolünde olduğu TV dizisi; Insecure ile akıllarda kaldı.
