Grand Convocation

Established by Optimus Prime in an attempt to introduce a more democratic form of government for Cybertron, the Grand Convocation is a gathering of representatives from several groups that that are neither Autobot nor Decepticon. Their main goal is the restoration of power and civil services to the tattered cities of Cybertron, which sounds great in theory, but in practice they're all out for themselves and can't agree on anything.
The Grand Convocation is made up of:
- Optimus Prime, representing the Autobots
- Bulkhead, representing the Engineering Guild
- Dai Atlas, representing the Circle of Light
- Slinger, representing Cybertron's unaligned population[1]
- Tomaandi
- Traachon
- Xaaron

2005 IDW continuity
The inaugural meeting of the Grand Convocation began with Dai Atlas accusing Optimus Prime of being a warmongering tyrant like his predecessor, Zeta, until he was talked down by Bulkhead. He ultimately did remain part of the Convocation, but only out of respect for the Matrix and not out of any trust in Prime's ability to lead. After the meeting had ended, Prime expressed regret that the other factions wouldn't stand with him as readily as he'd expected, but Alpha Trion gave him praise for thinking up a way to share authority. Decepticon leader Scorponok made up a plan to break the Grand Convocation apart by conquering the Toraxxis mega-refinery, Cybertron's last major energon source, forcing its members to fight amongst themselves for the little fuel that was left. Faces of Darkness The plan failed: with the destruction of the refinery, most unaffiliated Cybertronians instead chose to abandon the planet, including Dai Atlas Fallout who formally resigned from the Convocation on his way out. Bulkhead rejected the idea of leaving the Convocation himself, saying a collapse of global civil services would only increase suffering. Massacre
The body doesn't seem to have made much of an impact. Quite soon after the Toraxxis tragedy, the governing body was referred to as the Conclave of Representatives Primacy issue 1 and at Megatron's post-war trial, he was accused of waging war against the Stratocracy rather the Convocation. Notes
- Megatron was put on trial for war against the Senate and the Stratocracy in "Towards Peace", but not the Grand Convocation. This is not an error: Megatron was absent for most of Monstrosity and never had the chance to go to war with it!
