The easier it is to deport them, the more that the Bourgeoisie can force them to work in dangerous and unsanitary conditions for less money. If the migrants ever try to report it, “somebody” makes an anonymous call to ICE, and the employer pays a few thousand dollars in fines, and hires a new batch of migrants. And there are special visas available to the people who blow the whistle, but who wants to bring that down on their coworkers? So there’s a chilling effect.
