Fakt ist: es gibt zu wenige Kassenarzt Sitze. Ein Kassenarzt wird für maximal X Fälle im Quartal bezahlt (ein Fall ist ein Patient, egal wie oft dieser vorbeikommt). Wenn die Anzahl also voll ist, oder man schon mal in diesem Quartal da war, würde die Arztpraxis den Besuch komplett aus eigener Tasche bezahlen.

Das machen die natürlich ungern -> der Patient muss bis zum nächsten Quartal warten.
