I'd recommend doing this in one command — this way the depresolver will take into account all user requests together and the second pip install has a lower chance of overriding what the first one chose.

Recent changes to pip have broken compatibility with pip-tools jazzband/pip-tools#2252 so pinning pip in github actions to deal with this for now.
