eof: Move to EVMC_EXPERIMENTAL

As title. Opening as draft b/c I'd like to update CI to some EEST release (if not too much hassle), while we still can fill these tests easily.

As such it translates the EEST's EOFv1 fork to EVMC_EXPERIMENTAL. We might want something else in the long term there.
