The python3 wrapper for msquic. Design targets:

1. Wrap msquic APIs in python3 with SWIG(http://www.swig.org).
2. Implement some msquic's APIs tests/validations. The testcases are based on Python3's unittest framework(https://docs.python.org/3/library/unittest.html).
