Non-notable cipher. In addition to the technical specs [1], the page refers to a single independent source [2], a conference paper doing cryptoanalysis of the scheme. I couldn't find any other coverage. I don't see evidence that this cipher has ever been used in practice, and the creator and his company are non-notable as well. Simply does not pass WP:GNG.
