With Wikipedia:Biographies of living persons policy foremost in my response, it does appear that Mr Bairagi *is* a member of the BJP and *is* the current State President of BJP Andaman and Nicobar Islands state unit. In the WP:BEFORE process, I found a number of media outlets that do not have English language Wikipedia articles; none of them were critical of Mr Bairagi. I do note that they have been used on Andaman and Nicobar Islands-related articles, but that is out of the scope of this discussion. It would however appear the subject of this article does not meet the WP:NPOL criterion, as he is a party official and not an elected politician. In the alternative, any number of notability policies and guidelines - WP:BASIC, WP:ANYBIO - would appear to apply here. As always, happy to be proven wrong.
