This ("a German standard for communication in public transport") is wrong. The standard is ADMINISTERED by the VDV, which is the "Association for German Transport Enterprises" (see German Wikipedia: http://de.wikipedia.org/wiki/Verband_Deutscher_Verkehrsunternehmen, first sentence translated "German public passenger and freight transportation enterprises, especially railway transportation, are organised in the Verband Deutscher Verkehrsunternehmen e.V. (VDV)."
