Obviously, Medway is not a metropolitan borough like those in West Midlands, Greater Manchester, Merseyside, West Yorkshire, South Yorkshire, or Tyne and Wear - but plain "borough" *is* the style for most articles on boroughs in non-metropolitan counties, unitary and non-unitary

As well as the fact that there are UA areas that are not boroughs (like South Gloucestershire, West Berkshire, and Westmorland and Furness), this style matches the one used in the articles for most non-UA areas that are boroughs, where "non-metropolitan district" is first and "borough" second
