I like the idea, but think that it would help to have some sort of place to list who was working on what (to avoid duplication). I also notice that all of the articles I clicked on had an image already, though often only a grainy black and white one, so I am not sure if the directions should say to look at the images already in the article (and on Commons?) to make sure you are not uploading something that is already here? While I like the overall idea, I do not see just how other photos obtained from the Wayback machine or even the current HR website are going to be any better than the ones I see in articles about congressmen and former congressmen. I looked at several articles, and in most cases there were excellent photos in the infobox. A few were not of the highest quality, but the links you provided didn't do any better. Melissa Hart is one such example. Give me an example where taking a photo from a link you provided improves on what is already in the article. I'm reaching out to people who I see have been previously been active in threads related to Webcitation.org.

I started the above-mentioned thread at VPM, which

1) asks how things are going with the webcitation.org bot (because i think it's SUCH A COOL idea), and
2) inquires whether WikiMedia should create its own archiving service, to avoid the risks of relying on another organization's services (e.g., the downtimes experienced now).

  Please do not add commentary or your own personal analysis to Wikipedia articles, as you did to Mary Jo White (Pennsylvania politician). Doing so violates Wikipedia's neutral point of view policy and breaches the formal tone expected in an encyclopedia.
