Junction/exit list table edits

I'd like to offer some feedback on editing the notes in junction/exit list tables.

  1. When a row in a table has a colored background, because it is a concurrency, for example, the reason for that color must come first in the notes per MOS:RJL. We are not supposed to mention the concurrency second in notes. This rule also applies for junctions/exits with incomplete access or any other colored row in a table.
  2. We shouldn't change the word "concurrency" in the notes to "overlap" when it is in consistent usage already. This makes it inconsistent with the color key at the bottom of the table.
