Aleksey Alekseevich Kostusyev (b. 29 June 1954) (Russian: Алексей Алексеевич Костусев Ukrainian: Олексій Олексійович Костусєв) is a Ukrainian economist and politician. Since 31 October 2010, he has been mayor of Odessa.[1]

Early life

Kostusyev's father was a Soviet frontier guard officer.[1] Kostusyev was born on 29 June 1954 in Nevelsk, a port on the southwest coast of Sakhalin, an island in the far east of the Soviet Union.[1] His ancestors served in the Russian Army at the Battle of Borodino, the Battle of Shipka Pass, in the conquest of Turkestan, and the Battle of Mukden.[1]

Kostusyev spent his childhood and adolescence in Odessa.[1] After he finished school he went to the Odessa National Economic Institute, and graduated in 1975.[1] He then served in the Soviet armed forces from 1975 to 1977, reaching the rank of sergeant.[1]

Odessa Marine Fleet Engineers Institute

In 1977, he joined the Odessa Marine Fleet Engineers Institute as a junior research officer, rising to become an associate professor, and later head of the department over the next 15 years.[1]

Politics

In 1991, Kostusyev became Deputy Head of the district executive committee for the Odessa's Kievskiy District (raion).[1] The next year, he was appointed chairman of Odessa Municipal Privatisation Committee.[1] In that role, he started the Odessa Civil Forum organisation.[1]

Kostusyev was elected to the Verkhovna Rada (Ukrainian Parliament) in 1998.[1] He became chairman of the Rada's Economical Policy, National Economy and Property Management and Investments Affairs Committee in February 2000.[1] From 2001 to 2008 he was chairman of Ukraine’s Anti-Monopoly Committee.[1]

In 2004, he was the first Ukrainian to be appointed chairman of the Commonwealth of Independent States Intergovernmental Anti-Monopoly Policy Council,[1] and currently the honorary chairman of this body.[1]

On October 31, 2010, Kostusyev was elected the Mayor of Odessa.[1]

Kostusyev is the author of over 150 scientific, educational and methodological papers.[1]

Awards

Kostusyev is a chevalier of the Order of Merit (I, II and III Classes),[1] and Order of the Saint Equal to the Apostles Prince Vladimir (I, II and III Classes)[1]. He was awarded the Nativity of Christ Order (I Class).[1]
