Proposed: Break out Treatment of addiction into a separate article

Given the substantial overall length of this article, currently over 272K, I propose that we break out the section Addiction#Treatment and management into a new article on Treatment of addiction (currently a redirect), which would parallel the existence of articles like Treatment of mental disorders, Treatment of bipolar disorder, and Treatment of Rett syndrome.
