Tabbing does not display row action links on taxonomy pages

Description

Using the tab key to navigate on the administration pages which have tables displays row action links when an item is focused like this.

This does not happen on taxonomy pages (categories, tags or a custom taxonomy) as their classes aren't selected in common.js.

Previously: #26145, #21334.

The JS is super fragile and really needs a better fix than constantly adding to the list of selectors. It's useless for anything custom. #25408 would be, in my mind, the correct next step.

@helen so now that #25408 is in 4.4, how does the scope of what needs to be done change on this ticket?
