Move Network menu to Network Admin menu on after MS is activated

Description
I would suggest moving the Network menu that currently appears under tools to the Network Admin dashboard once MS is activated.

Also, this might belong in a new ticket, but how would you feel about always showing the network menu to admins and showing the instructions from the codex on how to activate if it isn't activated? /or adding a checkbox to signup so allow multisite is automatically added to config if checked?

No, WP_ALLOW_MULTISITE was instituted as a deliberate barrier to entry. We don't want it to be easy for them to enable a network.

Moves the network menu to a submenu of the settings menu on the network option page if multisite is enabled.

Agreed. Guess the best spot for it, for now, is under the Settings menu.
