Description

Both wordpress.org URLs referenced in WXR exports are 404'ing at present:

They may look like urls but only actually server as unique identifiers for the namespaces.

#7624 is a similar issue. The namespaces are now defined in the export but any tools that actually try to verify them will fail because there's no actual schema provided at the referenced URLs.

There's not supposed to be anything at those URLs. They're namespaces, not the addresses of schemas.
