Enable LTO for the Bootstrap library and qt_internal_add_tool targets
when the optimized_tools feature is enabled.
Allow opting out of LTO for specific tools or tools built by project
via or all tools:
- -DQT_FORCE_NO_OPTIMIZED_TOOLS_LTO=ON
- -DQT_FORCE_NO_LTO_<tool>=ON
- -DQT_FORCE_NO_LTO_<project>=ON
LTO is also disabled when using the QT_FORCE_NO_OPTIMIZE_<tool>
or QT_FORCE_NO_OPTIMIZE_<project> options which control the
optimization flags.
