this one was not installed with php-pear, maybe we should add the
dependencie to it ?

We could add hint to desription or README.Debian. We could even add Suggests: to php-pear. But adding -dev dependency just because small corner case of usage is not an option.

fwiw, i agree with ondrej on this.  Adding a Suggests seems reasonable,
along with a small note in the package description.
