**ConocoPhillips Secures Support Vessels for Otway Drilling Program Offshore Australia** ConocoPhillips Australia has taken a significant step in the upcoming Otway exploration drilling program by contracting three anchor-handling tug supply (AHTS) vessels. This strategic move is aimed at ensuring a seamless operation for the contracted semisubmersible drilling rig, **Transocean Equinox**, which will be operating in the VIC/P79 and T/49P exploration permits in the Otway Basin offshore Victoria and King Island, Tasmania in 2025. The contracted vessels from Sea1 Offshore, formerly Siem Offshore, will provide crucial support by handling mooring chains and anchors, positioning the rig, and supplying it with necessary equipment and resources. This plan is part of a two-well drilling contract, with an additional 120 optional days (Phase 2) to further enhance the exploration efforts in the region. **Transocean Equinox** is scheduled to arrive in the Otway Basin during the first quarter of 2025. The drilling environmental plan is currently under review by the National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) to ensure all safety and environmental standards are met. The selection of the exact locations for the two initial wells in Phase 1 will depend on the outcomes of ongoing 3D seismic interpretation studies. This thorough approach ensures that the most promising geological locations are targeted for exploration to maximize the potential for commercially viable natural gas reserves. ⚡ Reducing the risk of electrical faults and fires on vessels – An important safety message from Australian Maritime Safety Authority – AMSA: The Australian Maritime Safety Authority (AMSA) recognises the importance of reducing the risk of electrical faults and fires caused by batteries and electrical installations on vessels. Since 2021, electrical installations and test records have been in the top 5 issues found during domestic commercial vessel inspections. The risk of electrical fire has increased as electrical systems have become more common and complex. AMSA offers safety management system guidance on how to address the risk of fires from batteries, portable device charging and wiring.

Ørsted, CIP awarded wind farm licenses offshore Australia The Australian government has granted Ørsted a feasibility license for its first offshore wind project off the coast of Gippsland, Victoria. A license should follow shortly for a second project in the same region, subject to consultation. Both are located 56 to 100 km offshore and in an average water depth of 60 m. Next steps will include site investigations, environmental assessments and supply chain development actions. Ørsted also plans to bid in future auctions staged by the Victorian government to support the state’s 9 GW offshore wind target by 2040. The first auction should open in late 2025. Subject to a final investment decision, the two projects should be completed in phases from the early 2030s onward, with a focus on synergies through shared resources and economies of scale. Ørsted estimates the cluster could generate a combined 4.8 GW for local domestic purposes (2.8 GW from license area 1 and 2 GW from license area 2). Copenhagen Infrastructure Partners (CIP) has secured two licenses under Australia’s first offshore wind feasibility license process on behalf of its flagship funds. It gives CIP site exclusivity to develop offshore wind projects over two areas, 586 sq km, and 689 sq km, with a potential combined capacity of up to 4.4 GW. The company has established Southerly Ten as a specialist developer and deliverer of its offshore wind projects in Australia, including Star of the South and Kut-Wut Brataualung.

NEW REQUIREMENTS FOR VESSELS WITH ENGINE OR SHAFT POWER LIMITERS     New requirements will come into force from 29 April at the ports of Melbourne and Geelong for vessels equipped with a mechanical or software-based engine or shaft power limiter in accordance with IMO requirements. As stated in the Ports Victoria Operational Instruction (OI) No.01-2024, the IMO has adopted measures under the MARPOL Convention requiring certain international ship types to take action to reduce their carbon intensity.   To comply with those requirements, some vessel operators have installed a mechanical or software-based engine or shaft power limiter. Some limiters may have the unintended consequence of degrading a vessel’s manoeuvrability at critical times when navigating in a confined waterway.   Risks associated with transiting the Fairway through Port Phillip Heads, South Channel and approaches to the port of Geelong and Melbourne may demand access to the vessel’s full power capability.   The below requirements apply to any vessel intending to transit the port waters of the port of Melbourne and the port of Geelong.   Engine power or shaft power limiter requirements:   1.   Any vessel equipped with a mechanical or software-based engine or shaft power limiter will disable the device before pilot boarding, or; 2.   Any vessel equipped with a mechanical or software-based engine or shaft power limiter, must be able to immediately override or disable the device to have access to the vessel’s full power capability. 3.   Any vessel unwilling or unable to override or disable power limiters, must advise Ports Victoria ([email protected]) at least 24 hours before pilot boarding. 4.   Any vessel unwilling or unable to override or disable power limiters may be subject to additional risk mitigations, including but not limited to; daylight only transits, tidal stream restrictions for the transit of the Fairway through Port Phillip Heads, wind restrictions for berthing and unberthing operations, additional tug requirements and escorts.   Source: GAC/Hellenic Shipping News

The Papua New Guinea National Weather Service has issued strong and gale force wind warnings for various coastal areas, effective from Sunday, August 4, 2024. These warnings come as the country braces for winds ranging from 25 to 47 knots over the next 24 hours, leading to rough and very rough seas. Strong Wind Warning: Strong winds of 25 to 33 knots are forecasted for the coastal waters stretching from the southern PNG/Indonesia border to Daru, Port Moresby, Milne Bay Province, and along the coastlines of West New Britain, Siassi, Finschhafen, Long Island, Karkar Island, Manam Island, and East Sepik. A trough from Huon Gulf to AROB and a lee trough from the PNG/Indonesia border through the Highlands, Gulf, Central, and Oro provinces are contributing to these conditions. Credit article to offshoreWIND.biz The Australian government has awarded the first feasibility licences for offshore wind projects to six wind farms proposed to be built offshore Gippsland in Victoria, with a further six licences expected to be awarded, subject to First Nations consultation. The total capacity of Australia’s first six offshore wind projects to receive feasibility licences is around 12 GW. The first feasibility licences have been secured by High Sea Wind (Ocean Winds), Gippsland Skies (a consortium comprising Mainstream Renewable Power, Reventus Power, AGL Energy and DIRECT Infrastructure), Blue Mackerel North (Parkwind/JERA Nex), Kut-Wut Brataualung (Copenhagen Infrastructure Partners and Gunaikurnai Land and Waters Corporation), Ørsted Offshore Australia 1, and Star of the South Wind Farm (Copenhagen Infrastructure Partners, NZ Super, and Cbus Super).
