US to impose mandatory Harbor Maintenance Fee, shipping costs may surge

On April 9, US President Trump announced a Maritime Action Plan that includes a mandatory Harbor Maintenance Fee (HMF) and other charges on all imports, aiming to boost the domestic shipbuilding industry. The US Trade Representative will also propose measures against China’s alleged unfair practices in the shipbuilding sector.

The Department of Homeland Security will enforce the fees on all goods entering the US, including those routed through Canada or Mexico. While specific rates have not been disclosed, sources suggest charges could reach up to 10% of the cargo’s declared value, raising concerns about a sharp increase in shipping costs.
