Section 743 of Division C of the FY 2010 Consolidated Appropriations Act (Public Law 111-117) requires executive agencies, except the Department of Defense (DoD), covered by the Federal Activities Inventory Reform (FAIR) Act of 1998 (Public Law 105-270), to submit information annually in support of the agency-level inventories for service contracts to the Office of Management and Budget.
The inventory is a tool for assisting the agency in better understanding how contracted services are being used to support mission and operations and whether contractors’ skills are being utilized in a suitable manner. The analyses help inform agency managers whether contractors are being used appropriately or if rebalancing the workforce may be needed. In addition to the agency analyses, the process includes extracting contract data from the Federal Procurement Data System (FPDS) and the System for Award Management (SAM).
