The Luxembourg Centre for European Law (LCEL), formerly the Max Planck Institute Luxembourg (MPI Luxembourg), is a leading research institution dedicated to the study of the European legal framework.
Our research initiatives are anchored in ambitious projects that make an important contribution to the discourse on European law. We conduct a comprehensive study of legal systems and principles across Europe to improve our understanding of the complexity of the European legal framework.
Through initiatives such as our conferences, which focus on the current legal challenges of European integration, we seek to promote innovative dialogue and drive progress in this dynamic field.
At LCEL, we are committed to pushing the boundaries of legal scholarship, fostering interdisciplinary collaboration and opening up new areas of European law through rigorous research and enquiry.

The chapters contained in this yearbook have been composed by the participants of the fifth edition of the Forum on Procedural Law of the Court of Justice of the European Union held on Monday, 27 February 2023 at the Max Planck Institute Luxembourg for Procedural Law. The scope of the Forum was twofold. First, it set out to tackle cutting-edge procedural issues which arise in the Court’s proceedings and case-law. Second, it provided an update on general procedural issues. The Forum took its name from the intention to have an open dialog among specialists of EU Law and Procedural Law and to foster comparison with other courts, be they domestic or international.
