Police: Scooter operator injured in near collision with vehicle in Dubuque

A Dubuque Police Department crash report states that Soule was traveling west on Pennsylvania Avenue near the intersection with Green Street at approximately 1:40 p.m. Friday when a vehicle driven east on Pennsylvania by Raymond C. Rueckert, 73, of Asbury, Iowa, began to turn north onto Green, into the path of Soule’s scooter.

Rueckert’s vehicle did not make contact with the scooter, but Soule hit the brakes and flipped over the scooter’s handlebars. Rueckert was cited with failure to yield upon making a left turn.
