● The project faced a delay in obtaining the necessary air permit.
● Key concern: Potential for PM2.5 and PM10 pollution arising from
construction activities.
● Client agreed to implement an ambient monitoring system to expedite the
permit issuance process.

Ambient Monitoring System Overview
● Deployment of a network of field sensors.
● Real-time data processing and analysis capabilities.
● Integration of key technologies:
○ Field Sensors: Measuring particulate matter and weather.
○ FME (Feature Manipulation Engine): For automated data processing and workflows (FME Flow &
Workbench).
○ ArcGIS Online (AGOL): For centralized dashboarding and spatial analysis.
○ Survey123: For streamlined field data collection.
○ ArcGIS Insights: For data visualization.

Field Sensors
● Air Monitoring Stations (4):
● Measured PM2.5 and PM10 concentrations every minute.
● Cellular modems for real-time data transmission.
● Solar panels for independent power supply.
● Weather Station (1):
○ Measured wind speed and direction, humidity, and temperature.
○ Cellular modem for connectivity.
○ Solar panel for power.
● Strategic Sensor Placement: Located at the property edges in all 4

Real-Time Data
Acquisition
● Data Access: FME Flow automatically accessed data from the API and Loggernet.
● Calculations:
○ Calculated rolling hourly average of PM concentrations.
○ Calculated the percent change in PM concentrations every 15 minutes.
● Threshold Monitoring: Compared calculated values against pre-defined regulatory
thresholds.
● Data Integration: FME Flow wrote all collected and calculated data to an AGOL table.

Notifications
● For each exceedance the project team would
receive an email notification directing them to
the AGOL Dashboard and the Survey123
form.

The Solution
Centralized Monitoring and Visualization with AGOL
● An interactive ArcGIS Online dashboard was created.
● Real-time Sensor Status: Displayed the current status of all air monitoring
and weather sensors.
● Visual Exceedance Depiction: Clearly indicated if any sensor was currently
reporting an exceedance.
● Historical Data: Showed historical PM and weather data:
○ Over the past 7 days.
○ Over the past 24 hours.
● Data Export: Enabled easy export of historical data for regulatory reporting
and analysis.

Survey123 Form for
Decision Making
● A custom Survey123 form was developed for
field staff.
● Purpose: To guide the project team in
determining the cause of exceedances.
● Form included questions to assess if the
exceedance was related to on-site
construction activities.
● Questions also prompted the team to
determine if any immediate action or
mitigation was required.

Hardware Issues
● API/Cellular lag time
○ Not all sensors reported consistently
○ Adjusted schedule to access the API 10 minutes after the quarter hour
● Sensor Offline
○ Despite utilizing solar panels the sensors did loose power occasionally
○ Sensors that were not located behind fences faced vandalism
○ Sensors would occasionally need to be reset
○ Email notifications were developed to alert the team when a sensor had not reported in
