General Rules - 1
All possible measures shall be taken to provide health care on a non-discriminatory basis to the wounded and sick
All possible measures shall be taken to search for, collect

and evacuate the wounded and sick in a non-discriminatory manner


The wounded and sick and health care personnel shall not be attacked, arbitrarily deprived of their lives, or ill treated.

Access to health care facilities shall not be arbitrarily denied
