following characteristics (Abdelhak et al., 2012):
– Accuracy

– Consistency/Reliability
– Currency
– Operational Definition
What is eHealth?

•eHealth is the use of ICT for health (World Health Organization,


2012).
•Examples of eHealth:
–Communicating with patients through a teleconference, e
mail, SMS
–Recording, retrieving and mining data in an electronic
medical record
–Providing patient teachings with the aid ofelectronic tools
(computers, television, tablets)
eHealth is the Umbrella
Term
According to the WHO, eHealth encompasses three main areas:
• The delivery of health information, for health professionals and
health consumers, through the internet and telecommunications.
• Using the power of information technology (IT) and e-commerce
to improve public health services, for example, through the
education and training of health workers.
• The use of e-commerce and e-business practices in health
systems management.
ICT in the Philippines

•Internet Access (ITU, 2011)


–2001 –2.5% of Filipinos had Internet access
–2011 –increased to 29%
•Mobile Phone Usage
–2009 -80% of Filipinos own a mobile phone
–73M subscribers
–The Philippines is ranked first in SMS usage in the entire world

•The DOH recognizes the valuable purpose of ICT for health and has drafted

quality, efficiency, and patient’s safety and satisfaction, for reducing cost
and enabling policy makers, providers, individuals, and communities to
make the best possible health decisions.

Electronic Medical Records

•Comprehensive patient records that are stored and


accessed from a computer or server.
•An example is the Community Health Information
Tracking System (CHITS) of the University of the
Philippines Manila.
Electronic Medical Records System

EMRs ae automated systems that stores patient demographic, clinical and


administrative data.
Some documented advantages of EMR use are:
1. Easily retrieve patient data especially on their follow-up visits.
2. Track patient progress over time.
3. Monitor and improve overall quality of care.
NOH 2011-2016
Use of eHealth a Key strategy
-to address the problems of poor access to good quality data,
fragmentation and persistent delays in health information systems.
The National Objectives for Health (NOH) accelerated development and
adoption of various EMR solutions, especially on several priority areas
such as NCD, infectious diseases and surveillance, procurement, logistics
and financial management, document management and electronic claims
(e-Claims) for health insurance payments.
Universal Health care and EMR
use
The Universal Healthcare Law of 2019 or Republic Act 11223 calls
for the full adoption of information systems which “include but are
not limited to enterprise resource planning, human resource
information system, electronic medical record and electronic
prescription logs”,
The Law mandates regular uploading of data throu interoperable
systems (Republic Act 11223, 2019, p. 25)
Universal Health care and EMR
use
PhilHealth is mandated to ensure financial risk protection to all Filipinos by developing
service packages in
- Health Centers
- Lying-in clinics
- primary hospitals arethe primary care benefit (PCB)
- Maternal & Newborn care packages
- Outpatient TB-DOTS benefit package
- HIV & AIDS benefit packages
Challenges to EMR
implementation
-There is a high interest to implement EMRs but necessary infrastructure for
seamless exchange of information, technology support, costs and expertise
remain to be inadequate.
- Managing resistance to change is crucial and full integration of EMRs in the
clinical workflow may take time.
- Continuous capacity building through regular training sessions and coaching
can help change or at least modify present behavior and attitudes
Most common Challenges to EMR
implementation in healthcare facility

1. Double charting
2. Interference with face-to-face patient care
3. The prescription that EMR is just a simple
replacement
4. Managing data privacy and confidentiality
Telemedicine

•The delivery of health care services, where distance is a


critical factor, by all health care professionals using
information and communication technologies for the
exchange of valid information for diagnosis, treatment and
prevention of disease and injuries, research and
evaluation, and for the continuing education of health
care providers, all in the interests of advancing the health
of individuals and their communities. -WHO
Four elements specific to Telemedicine -WHO

1. Its purpose is to provide clinical support.


2. It is intended to overcome geographical barriers, connecting
users who are not in the same physical location.
3. It involves the use of various types of ICT.
4. Its goal is to improve health outcomes
An example of which is the National Telehealth Service
Program (NTSP).

•Can be done asynchronously, synchrously, or a
combination of both

workers, divided into different modules based on existing DOH
programs

devices such as ECG, pulse oximeter and electronic blood

mobile deployment to rural health centers
•Secure Health Information Network Exchange (SHINE) –

system for patients who are due for follow-up
•Surveillance in Post Extreme Emergencies and Disasters
(SPEED) -Allows community health nurses to submit daily reports

and other information and communication technologies

CHITS by connecting health centers through broadband Internet
access ; Implemented in 2010 in the TarlacProvince through the

USAID, Smart, DOH-IMS, Center for Health Development (CHD)
Region III, RTI International, National Epidemiological Center
