Managing Scope Changes

 Scope Change Management Process:

 Two documents are part of every good change
management process:
1) Project change request: every change requested by the client
must be documented in a project change request.
2) Project Impact Statement: it is a response that identifies the
alternative courses of action that the project manager is willing to
consider.
Ch06: How to Launch a TPM Project

Project Impact Statement – Possible Outcomes

 It can be accommodated within project resources and timelines

 It can be accommodated but will require extension of deliverable
schedule
 It can be accommodated within the current deliverable schedule
but additional resources will be needed

Project Impact Statement – Possible Outcomes

 It can be accommodated but additional resources and extension

of deliverable schedule will be required
 It can be accommodated with a multiple release strategy and by
prioritizing the deliverables across the release strategy.
 It cannot be accommodated without a significant change to the
project:
 The first is to deny the change request, complete the project
as planned, and handle the request as another project.
 Stop to the current project, replan the project to
accommodate the change, and launch a new project.

Management Reserve

 A percentage (5-10%) of the project duration is set

aside as a time contingency for processing and
incorporating scope change requests.

 Management reserve should be tacked to the end of

the project tasks as the last task before the project is
complete.

Managing Team Communications

Establishing a communications model include:

 Timing (information may come too soon or too late).

 Content (correct information)
 Choosing Effective Channels
Ch06: How to Launch a TPM Project

Communications Management – Types

 Face-to-face, in-person meeting
 Conversations (in person and on the phone)
 Meetings
 Videoconferencing
 Email
 Volume
 Tone
 Quality

Communications Management – Types

 Written
 Memos
 Letters
 Documents
 Reports
 Phone
 The phone is great if you actually get to
talk to a live person rather than a
recorded message.

Communications with the Sponsor

 Ask what they want to know and when they

want to know it.
 Ensure that the sponsor gets information
regularly.

 Upward Communication Filtering:

 Reporting only the good news
 Withholding information
Ch06: How to Launch a TPM Project

Communications with other stakeholders

 Line managers
 Consumers
 Public
 Others
 The effective project manager makes sure all people
who have an interest in the project are informed.

Assigning Resources

 Resource leveling is a process that the project

manager follows to schedule how each resource is
allocated to tasks in order to accomplish the work
within the scheduled start and finish dates of each task.
Ch06: How to Launch a TPM Project

Assigning Resources

 Committing people to more than they can reasonably

handle in the given time frame,
 Changing project priorities and not considering the
impact on existing resource schedules
 The absence of a resource management function
 Employee turnover and promotions that are not
reflected in the resource schedule

Assigning Resources

Ch06: How to Launch a TPM Project

Reasons for Leveling Resources

 To ensure that no resource is over-allocated.

 You want the number of resources (people, in most
cases) to follow a logical pattern throughout the life of
the project.
Ch06: How to Launch a TPM Project

Resource-Leveling Strategies

 Utilizing available slack

 Shifting the project finish date
 Smoothing: limited overtime can help alleviate some
resource over-allocation.
Ch06: How to Launch a TPM Project

Alternative Methods of Scheduling Tasks

 Further decomposition of tasks

 Stretching tasks
 Assigning substitute resources

Launch the Project – Work Packages

A Work Package is a brief description at the

subtask level that describes how a task will
be completed within the scheduled start and
finish dates.

Work Packages should be written for:

 Critical path tasks

 High-risk tasks
 Tasks requiring scarce resources
 Tasks with large duration variances
Ch06: How to Launch a TPM Project

Purpose of a Work Package

 The work package become the bedrock

for all project work.

 The work package can be adopted to

status reporting.
Ch06: How to Launch a TPM Project

Format of a Work Package

 Work package assignment sheet: it

contains some basic information about
each work package and its manager.

 Work package description report: this is

a detailed description of the task plan.
