Small Industries Development Corporation

(SIDCO)
• SIDCO are the state owned companies or agencies in the states of India which
were established at various times under the policy of Government of India for the
promotion of small scale industries
• SIDCO assists many backward areas in most of the states in their development
• In Kerala SIDCO took shape in 1975 with the merger of 2 other corporations ,
Kerala State Small Industries Corporation (KSSIC) and Kerala Employment
Promotion Corporation (KEPCO)
• Newly formed SIDCO combines the functions of the 2 amalgamated corporations
• It was incorporated under the Companies Act on 6th November 1975
• SIDCO in India – Tamilnadu, Kerala, Jammu&Kashmir
Objectives of (SIDCO)

• Stimulate the growth of industries in small scale sector


• Provide infrastructure facilities like roads, drainage, electricity, water supply etc..
• Promote industrial estates which will provide industrial sheds of different sizes
with all infrastructure facilities
• Provide technical assistance
• Promote skilled labours
Functions of (SIDCO)

• Supplies scarce raw materials


• Provides marketing assistance
• Assists in bills discounting
• Provides export marketing assistance
• Promotes skill development centers
• Promotes women entrepreneurs
Responsibilities of (SIDCO)

• Undertakes construction of industrial sheds and development of infrastructure


• Allots sheds/industrial plots in industrial estates
• Implements sick units rehabilitation programmes jointly with IRBI
• Provides technical consultancy services
• Provides marketing assistance to SSI units
• Assists in selecting and procuring machinery
• Provides seed capital assistance – 50%margin money requirements to SSI units
• Supplies scarce and imported raw materials for the benefit of SSI through sales
depots in all districts
National Small Industries Corporation (NSIC)
• It was set up in 1995 to provide machinery to small scale units on hire purchase basis and to
assist these units in obtaining orders from government departments and offices
• Head office at Delhi- 4 regional offices at Delhi, Mumbai, Chennai and Calcutta- has 11
branch offices
Functions
• Develop small scale units as ancillary units to large scale industries
• Provide machinery to SSI units on hire purchase basis
• Obtain orders for SSI units from government department and offices
• Help the small scale industries in procurement of scarce and imported raw materials
• To market the products of SSIs at home and abroad
• To construct industrial estate and establish and run proto-type production cum training centers
• To impart training to industrial workers
• To import and supply scarce raw materials
Small Industries Development Bank of India (SIDBI)
• It was set upon April 2 1990, as a wholly owned subsidiary of IDBI
• It is the financial institution for the promotion, financing and development of industry in small scale sector
• Coordinate the functions of the institutions engaged in the promotion and financing or developing
industries in small scale sector
• Head office at Lucknow- 5 regional offices and 25 branch offices in all the states
Functions
• Taking steps for technological upgradation and modernization of existing units
• Expanding the channels for marketing the products of SSIs
• Promoting employment oriented industries
• Discounting and rediscounting of bills
• Extension of seed capital/ soft loan assistance National Equity Fund, Mahila Udayam Nidhi and Seed
Capital Schemes
• Refinancing of loans and advance extended by primary lending institutions and provide resource support
• Granting direct assistance and refinancing of loans for financing export of products manufactured
• Provide services like factoring, leasing etc…to SSIs
• Extending financial support to National Small Industries Corporation for providing leasing, hire purchase
and marketing support to SSIs
Small Industries Services Institutes (SISIs)
• It was established in each state on 1956 as agencies of SIDO
• Objective is to develop small scale industries
• There are 28 SISIs all over India
Functions
• To assist new entrepreneurs in preparing project proposals, obtaining financial assistance, and exploring possibilities of
expansion and diversification.
• To assist existing/ prospective entrepreneurs through technical and managerial counseling in selecting appropriate
machinery and equipment
• To conduct economic and technical surveys
• To give exposure to Small Scale Industries (SSIs) on market survey, product identification and selection, technologies
involved, management of small enterprises on matters relating to financial, marketing, packaging, and exports.
• To conduct EDPs for several target groups
• To advise the Central and State governments on policy matters relating to small industry development
• To assist in testing of raw materials and products of Small-Scale Industries (SSIs), their inspection and quality control,
• To provide market information to the SISIs,
• To recommend SSIs for financial assistance from banks/ financial institutions,
• To organize small entrepreneurs meets and interaction program for sharing experience of successful entrepreneurs.
• To organize seminars, workshops, and industries clinics for benefit of entrepreneurs
Khadi and Village Industries Commission (KVIC)
• Is a statutory organization established in 1975 under an act of parliament
• It is engaged in promoting Khadi village and industries with a view to create employment opportunities in
the rural areas.
Objectives
• Rural development through rural industrialization
• Creation of employment opportunities in rural areas
• Promotion of self-reliance among people
• Building up a strong rural community base
• Eradication of rural poverty
Functions
• Plan and organizing training programmes
• Supply raw materials in reasonable rates
• Promote marketing and sale of khadi products of village industries
• Explore the possibilities of exports of KVIC products
• Provide consultancy for the revival of sick units
• Provide financial support to eligible individuals and institutions
• To undertake research and development programmes
National Institute for Entrepreneurship and Small
Business Development
(NIESBUD)
• It is an apex body established by Ministry of Micro, Small &Medium Enterprises, Government of India for
coordinating, training and overseeing the activities of various institutions/ agencies engaged in
entrepreneurship development particularly in the area of small industry and small business.
• It was established in 1983 by the Govt. of India, it is society formed under the Govt. Of India Society Act 1860
Objectives
• Evolve standardized materials and processes for selection, training, support etc..
• Help/support and affiliate institutions in training and other EDP activities
• Serve as an apex national level resource institute for accelerating process of entrepreneurial development
• Provide vital information's and support to trainers, promoters and entrepreneurs by research
• Train the trainers, promoters and consultants in various areas of entrepreneurship development
• Provide national and international forums for interaction and exchange experience
Functions
• Make effective strategies and methods and standardize the syllabus for training
• Develop training aids, tools and manuals
• Conduct workshops, seminars and conferences
• Evaluate benefits of EDPs and promote the process of entrepreneurial development
• Help government and other agencies in entrepreneurial development
• Undertake research and development in the field of EDPs
National Entrepreneurial Development Board (NEDB)
• It is an apex body for determining the policy for development of entrepreneurship in the country
• It was formed in 1983 with industry minister as its chairman and minister of state as its vice-chairman along with
other 20 members
• It develops and recommends to the government schemes for promotion of entrepreneurship for encouraging self
employment in small scale industries and small business
Functions
• Identify and remove entry barriers for potential entrepreneurs
• To focus on existing entrepreneurs in micro, tiny and small sector and identify and remove constraints to survive ,
growth etc..
• Facilitate the growth and diversification of existing entrepreneurs
• Support skill upgradation and renewal of learning processes among practicing entrepreneurs
• Support agencies in the area of entrepreneurship about the current requirements of growth
• Act as a catalyst to institutionalize entrepreneurship development
• Help entrepreneurship development institutions and other organizations in setting up of incubators
Strategies

Kerala Industrial Technical Consultancy Organisation
(KITCO)
• KITCO, the first Technical Consultancy Organisation (TCO) in India, was established in 1972 by Industrial
Development Bank of India, other national and state level financial institutions, Govt. of Kerala and 7
Public Sector Banks for rendering services to Entrepreneurs, Govt. Departments/PSUs, Local Bodies, etc.
• Presently, Small Industries Development Bank of India (SIDBI) is the prime shareholder with 49.77%
shares of the company.

• Identification of project ideas and project reports, follow-up with banks and financial institutions
• Appraisal of industrial projects on behalf of banks and other financial institutions
• Entrepreneurial guidance and development
• Management consultancy in functional areas
• Consultation services in areas like health and tourism industry

• Economic surveys to evaluate the impact of development schemes

Science and Technology Entrepreneurship Development
Project (STEDP)
• It is an autonomous department working under the Department of Science and Technology, Govt. of India.
• The STED project aims to bring about a socio-economic development of an area through the intervention of
Science & Technology.
• The project envisages matching of the material and the human resources of the district to create new enterprises
and employment by usage of Science & Technology processes.
• It involves identification of opportunities through a detailed scientific survey and exploitation of the
opportunities thus identified by the entrepreneurs.
• The total project life is four years. Currently the STED project is being implemented in 43 districts of the
country.
• Activities
• To identify possible resource based projects in the region covering both rural and urban areas.
• To identify S&T intervention (like technology selection, modification, alteration and dissemination) for
exploiting the opportunities by prospective entrepreneurs.
• To improve working of existing enterprises through S&T intervention to upgrade the technology and
modernisation of units.
• To organise regular enterprise awareness programmes and skill development programmes for creating suitable
entrepreneurial environment in the district.
• To launch at least 200 micro-enterprises in the district during the four years of duration in which at least 50
technology-driven micro-enterprises are to be in technology specific areas as identified by the implementing
agency earlier.
