Public Works Department : Duties & Responsibilities
State PWD mainly executes the works for the Construction and maintenance of Roads, Bridges
Government Buildings . For the works of National Highways entrusted with State PWDs, Ministry of Road
Transport and Highways either directly or through its Regional Officers positioned in State capitals, is
involved in the tendering, payment of bills, on site monitoring etc. ; all the works entrusted with State
PWDs are routed through the Ministry.
PWD manuals, Standing Orders and Circulars are important guidance/direction documents for efficient and
transparent working .
Responsibilities of Engineers at all levels & various officers in PWD other than Engineers are enumerated
in Manual Vol.-I ( General) of PWD Department , Govt. of Rajasthan and other Orders by Administration
issued time to time.
Public Works Department : Approvals & Sanctions
Schedule of Powers [S.O.P.] are prescribed by Finance Deptt., Govt. of Rajasthan under PWF&AR
(Public Works Finance & Accounts Rules), which are exercised by Officers of works departments.
Various Approvals are granted in the Annual state budget announcements by Hon’ble Chief Minister’s
and Hon’ble PWD Minister’s announcements And various schemes of Central & State Government.
Administrative Sanction is issued by the concerned department e.g. PWD for roads.
Financial Sanction is issued by Finance Department after Admin. Approval/sanction,
Technical Approval may be provided in anticipation of Admn. & Fin. Sanction for early process of
estimation, tendering documents , but Technical Sanction is issued after receiving A&F sanction and
budgetary provisions.

Tender (Bid) processing is done as per RTPP rules 2013 with online publication of Bid documents at
government web portals namely eproc and sppp.rajasthan.gov.in and broad information made available
at PWD website https://pwd.rajasthan.gov.in and DIPR (department of information & publicity).
The bid is approved by Bid Sanctioning Authority as per S.O.P. and work is allotted to the lowest
successful Bidder by PWD as per contractual terms-conditions.
Online proceedings are done on state govt. portal IFMS for getting Budget and payments to the executed
work thereafter.
Funding and Payments for sanctioned works
• After issue of A&F (Administrative and financial) sanction for road or building work, proper budget
provision in financial year is made available by concerned department through finance department
under detailed budget head. The budget provision may be made under state fund scheme, central
assistance and amount/funds are made available to PWD through plan budget or deposit head. For the
grant provided by state govt. under demand 19 and 20, the funds are transferred directly to PWD,
otherwise DDO (drawing & disbursing officers) powers are to be provided by concerned department.
• Quarterly funds/LOC (amount for payment) is provided by finance department through IFMS
(Integrated Financial Management System) online to PWD.
• Detailed Estimate & Agreement with the Contractor must be referred by field engineer.
• Contractor is responsible for removal of defects during defect liability period (5 Years).
Public Works Department Imp. Documents
BSR : It is PWD document of Basic Schedule of Rates, having compiled
information of unit rates for all items related to Roads viz. Earthwork, SubBase, Base
Courses, Bituminous Works, Road Safety, Culverts etc. and related to building works
including Civil, Water supply & sanitation, Electrical, Horticulture etc., which is
normally revised annually district wise based on prevalent market rates of labour,
materials and machinery/equipment. This BSR is used for preparing detailed
estimates and Schedules for bidding.
PWD’s three manuals (I-General, II-Works, III-Forms),
Standing Orders and Circulars are important guidance/direction documents
prescribing norms.

Various issues affecting road assets
Periodical Renewal :- Roads need maintenance in routine and periodic intervals to preserve the
required serviceability level of pavement surface and offset the wear and tear caused by traffic
and weathering. It is urgently needed to prevent deterioration of pavement and to ensure that
qualities are kept up for future requirement of traffic during design life . The specifications for
renewal will depend upon the type of existing surface and its distress condition.
Encroachment on road land :-Main cause of road damage is excess water filling on roads.
This is mainly due to encroachment in road boundary, due to which either the drains have been
blocked or no space left for construction of drain. So it becomes very difficult and expensive to
maintain the road in such portions.
Mutation of land of PWD:-Many of the PWD roads/ land for which compensations has been
given and roads are existing on site but mutations of these lands are not opened on PWD name.
Due to this Department is facing problems, especially cases where land is to be acquired for
widening but land owners are demanding compensation for complete land because the land is
still not on the name of PWD.
Effect of overloading of vehicles on roads:-Due to overloading of vehicles roads are
deteriorating much earlier than design life and should be stopped with help of local
administration & transport department.
