What Is Community Participation?
• Community participation is defined as the
people’s engagement in projects concerning their
area, with the goal of solving their own problems and
dilemmas. Community participation can take place
during any of the following activities: (1) Needs
Assessment; (2) Planning; (3) Mobilizing; (4) Training;
(5) Implementing; and (6) Monitoring and Evaluation.

Stakeholder Analysis: An Important
Tool for Participatory Projects
Stakeholder Analysis. This is employed to gather
information about the important actors in a
community. This is used to develop strategies,
implement activities, and understand the context and
feasibility of a proposed community project.

Steps in Conducting a Stakeholder
Analysis
1. Identify the key stakeholders and their interests.
 Who has more to lose? Who are threatened?
 What resources are at stake? Who are most
dependent on these resources?
 Who has claims over the project or the resources,
either legally or by unwritten rules?
 Who has the most knowledge about the project or the
resources?
 Who will be affected?

2. Assess the influence and importance of each stakeholder.
 Who makes the decisions on important issues?
 Who holds positions?
 Who is influential?
 Who will promote or support the project?
 Who may obstruct or hinder the project?
 Who has been involved in the past?
 Who should be more involved this time?

3. Identify how best to engage all stakeholders.

Depending on the stakeholders’ involvement, a group


may be consulted, involved in a dialogue, provided
information, or involved in the actual work.

Participatory Appraisal Techniques

• Participatory appraisal techniques can be


utilized for assessment activities, program design,
implementation, monitoring, and evaluation. The
community members themselves analyze the
situation, design projects, and implement activities.

1. Mapping – beneficial in plotting location and
pathways of resources

2. Ranking – usually employed in prioritizing


problems to be addressed and projects to be
implemented

Participatory Appraisal
3. Diagramming – shows the relationships between
two or more concerned people or groups, just like in a
Venn diagram

4. Discussion – useful in gathering qualitative data


from different sectors like women, farmers, and
barangay leaders, among others

1. Work with the same group in the “Activate”
activity of this lesson.

2. Interview a local official in a barangay, look for a


proposed or ongoing project in the community. You
may also ask for details of the said project from
the barangay hall.

3. Create a stakeholder analysis of the said project
based on the steps previously discussed.

4. Submit your output to your teacher or faculty-in-
