 It occurs when

Treatments:
1) If degeneracy occurs in the initial table (Table 1):
 Assign zero stone to one of the unused cells so that not to break the Northwest corner method
(staircase step pattern). It would be better to place the zero stone in the smaller or lower
transportation cost.
2) If degeneracy will occur in the succeeding tables, the zero stone is assigned to the smallest cost in
the unoccupied cell.
 Treat the new zero square as an occupied cell and follow the procedures in the normal
problem.
