The Definition of Kemp Model
• Kemp’s model is also termed as the Morrison, Rose, and Kemp model,
which represents innovation to the instructional design by its non-
linear structure and the interrelated nature of its components
(Bajracharya, 2019: 5).
• Kemp states that the instructional design approach that focuses on
curriculum planning stems from the learner’s perspective rather than
content, making it different from traditional design practice (Gustafson
& Branch, 2002).
• The Kemp Model has the four elements of design that are an integral
part course development: students, objectives, methods, and
evaluation.
• The emphasis of this model is the interdependencies of each of the
steps in the process with the belief that instructional design is a
continuous cycle with “revision” being an ongoing process to improve
and adjust as needed (Jossey and Bass, 2022).

The Element of Kemp Model
The Nine Design Elements of the Kemp Model
1. Identify instructional problems and specify goals for
designing an instructional program.
2. Identify the characteristics and needs of the learners
that should be taken into account.
3. Clarify the course content and analyze the proposed
task components in relationship to the set goals.
4. Define the instructional objectives and learning
outcomes.
5. Ensure the content for each component of instruction is
sequentially and logically presented.
6. Design instructional strategies to enable learners to
master the content and achieve the learning outcomes.
7. Plan the instructional message and the appropriate
mode of delivery.
8. Develop the evaluation instruments suitable for
measuring and assessing learners’ progress toward
achieving the course objectives
9. Choose appropriate resources that will support the
teaching and learning activities (Jossey and Bass, 2022).
