The Zimbabwe Institution Of Engineers
• Is A multi-disciplinary institution covering all aspects of engineering
in zimbabwe.
• Operation and membership are regulated by an act of parliament.
• The institution is a private body made up of its members.

BACKGROUND
• Founded in 1944 as the Society of Engineers and received
legal status as an Institution in 1952.
• Governed by a policy-making Board made up of members
elected from all grades of its own ranks.
• Decisions on the running of the institution are made at board
meetings.
• Board runs the institution using executive committees –
Executive, Professional, Education and Qualifications, Learned
Society and Membership Services and Finance and Staff
Committee.
PRINCIPAL FUNCTIONS
To set and maintain appropriate standards of Engineering and technician
competence
• Rule2. A Member of the Institution shall act for his employer or for his client as a faithful
agent and trustee and shall discharge his duties with integrity.
• Rule3. A member of the Institution shall not act in any manner derogatory to the honour,
dignity, integrity or reputation of the profession.
• Rule4. A Member of the Institution shall not falsely, maliciously or recklessly injure or
attempt to injure whether directly or indirectly the professional reputation of another
engineer or technician.
REGULATIONS
• The Council may, subject to the approval of the Minister, make regulations
(a) providing for the management, including the appointment and remuneration of officers, powers and
duties of the Institution and defining the rights, privileges and conduct of the members;
(b) prescribing the qualifications of any grade of members and the rights and privileges within the
Institution attaching to such grade;
(d) providing for the composition of the Council and the nomination and
election or appointment of members of the Council;

(e) prescribing the procedure, powers and duties of the Council and the
conduct of its affairs.
( f ) prescribing the procedure and forms in connection with—
(i) applications for membership
(ii) the registration of members
(iii) the transfer of members from one grade to another;
(h) for the preservation of the copyright of papers, reports of proceedings and discussions of
the Institution

In the case of suspension
• Only a licensed engineer, for instance, may prepare, sign, seal and submit
engineering designs, plans and drawings to any public authority for approval, or
to seal engineering work for public and private clients.
EXAMPLES OF PROJECTS DONE BY ZIE
The Ngezi To Selous Platinum Highway
• The fastest road contract ever undertaken in Zimbabwe was completed at the end of
November 2001.
• The contract, worth US$19 million, was for the construction of a new high specification,
78 km long road linking Selous to Ngezi, and was carried out by several Zimbabwean
Companies working together as the Ngezi Road Joint Venture.
• It was completed two weeks ahead of schedule.

National Infrastructural Development
• Development has been put in place to reach out to the President and his
PAC and work with them to come up with Roads, Water & Sanitation,
Energy, Hospitals and Clinics, Schools, Higher Education Institutions (HEI),
Vocational Training Institutions, Research Institutions, Agriculture
Infrastructures, Telecommunication Technologies Infrastructures etc
• Plans in place to commence the compilation of the Zimbabwe National
Infrastructure Score Card in 2019.
• The Zimbabwe Institution of Engineers, in conjunction with various other
stakeholders are the Team Leaders in this exercise.
• During this course of 2019, the Institution is seeking to enter into mutually
beneficial strategic partnerships for the good reputation of the profession, its
members and the country as a whole.
ENGINEERS COUNCIL OF ZIMBABWE
• The Engineering Council of Zimbabwe (ECZ) Act came into existence
through an act of parliament Chapter 27:22 of 2008 and its role is to
promote sound ethical practices by engineering practitioners as
mandated by the Statutory Instrument (SI) 153 of 2012.
• The main objective of the ECZ is to regulate the engineering
profession through registration and licensing of all engineers,
Technicians and companies/firms that are engaged in engineering work
and /or practise in Zimbabwe.
• This helps to promote and uphold the status of bona fide engineering
practitioners.
Goal
To establish an Engineering Council of Zimbabwe and to
provide for its functions, power and to provide for the
registration and regulation of the practice of Engineers ,
Technicians and Engineering Firms in Zimbabwe.
Vision
To create a safe and sustainable environment through
engineering excellence in Zimbabwe.
Mission
To regulate the engineering profession through registration,
monitoring and continuous professional development.
Structure of ECZ
Functions of ECZ
• To consider and administer applications for registrations.
• To maintain the Register of Engineers and Technicians.
• To issue practising certificates to registered persons and to cancel or suspend such certificates.
• To ensure that constituent bodies have adequate procedures to enforce ethical practice and
discipline among Engineers and Technicians registered under the Engineering Council Act.
• To encourage cooperation between constituent bodies in matters of common interest.
• To take such steps as appear to Council to be necessary or desirable to advance the standing and
effectiveness of the engineering profession in Zimbabwe.
• To promote the view of the engineering profession on national, regional and international issues;
• To evaluate, monitor and uphold the standards of qualifying criteria or examinations, courses
and training set or offered by constituent bodies;
• To encourage manpower development to meet the requirements of the engineering profession in
Zimbabwe
• To provide for the accreditation of college-based courses.
REGISTRATION PROCEDURE
PROFFESSIONAL ENGINEERS
• Every application for registration as an engineer submitted through the constituent
body concerned to the Council shall—
• a) be made in Form EC 1;
• b) be accompanied by the appropriate fee;
• c) state the qualifications upon which the application is based, which shall be a
recognised engineering degree or equivalent and be accompanied by the copies of such
certificates or other documents as are necessary to support those qualifications;
• d) where necessary, be accompanied by the translation of certificates which shall be
done by the relevant competent authorities;
• e) be accompanied by a statement from the constituent body concerned stating that
the applicant is a person of good standing;
• f) be accompanied by evidence that the applicant is competent in the relevant
engineering discipline of practice.
REGISTRATION PROCEDURE
ENGINEERING FIRMS
• one in the practice of the profession of engineering shall submit an application
for registration through the constituent body or designated agent concerned to
the Council.
An application for registration in terms of subsection (1) shall -
(a) be made in Form EC 3.
(b) be accompanied by the appropriate fee.
(c) state the qualifications of the engineering professionals in such firm, the
positions they occupy and be accompanied by copies of such certificates or
other documents as are necessary to support those qualifications.
(d) state the nature of the engineering practice that such firm is engaged in.
(e) where necessary, be accompanied by the translation of certificates which shall be done by the
relevant competent authorities;
(f) be accompanied by a statement from the constituent body or registered agent concerned stating
that the applicant is in good standing;
(g) be accompanied by evidence that the applicant is competent in the relevant engineering
discipline of practice
h) in the case of a consulting engineering firm be accompanied by evidence that –
i.the majority of the directors are eligible for registration as engineers or are registered engineers and
ii.the majority in value of the shares are held by engineers eligible to be registered as engineers or
registered engineers.
