KEY POINTS

INTRODUCTION
The Philippine National Police (PNP) faces myriad challenges, spanning governance,
corruption and national security threats. Hence, securing a strong leadership pipeline equipped not
only to face these challenges, but also to strengthen policing effectiveness and over-all security
sector reforms is crucial (Mendoza, 2021). The mission of the PNP Health Service (HS) is
unequivocal: "To provide timely, comprehensive, and quality health services to PNP personnel, their
dependents, and authorized civilians." Thus, ensuring the overall wellness of police officers is a
paramount concern in modern society. Law enforcement professionals play a vital role in
maintaining public safety, but the demands of their profession can take a toll on their physical,
mental, and emotional health. Therefore, it is imperative to enhance the overall wellness of police
officers to promote their well-being and, in turn, the safety of the communities they serve.

respectively which implies that the police officers are excellently prepared to sustain peace and
order in terms of physical fitness, skills and trainings (Guadamor, 2016).
To fulfill this mission and ensure the well-being of all PNP personnel, the "Enhance
Monitoring of Police Overall Wellness" (EMPOW) Program was implemented nationwide. This
program represents a proactive approach to address the health and wellness needs of PNP police
officers and non-uniformed personnel, striving to keep them physically and mentally fit for their
demanding duties. Police officers face chronic stress and exposure to traumatic events in the line of
duty. Over the course of their career, police officers often experience mental and physical health
issues related to such exposures (Papazaglou, 2014). Establishing wellness programs that focus on
fitness, nutrition, and regular health check-ups can significantly improve officers' physical well-
Under the EMPOW Program, Regional Medical and Dental Units conduct quarterly
wellness checks for PNP personnel aged 40 years and above who have previously undergone the
Annual Physical Examination (APE) and have been diagnosed with one or more of the PNP's top five
diseases, including hypertension, diabetes, dyslipidemia, hyperuricemia, and fatty liver (PNP CMC
No. 2020-04). The goal is clear: to ensure proper disease management, treatment, and continuous
monitoring. The services offered within the program encompass a comprehensive approach to
wellness, including vital signs monitoring (blood pressure, temperature, pulse rate), basic
laboratory services (random blood sugar, lipid profiling, uric acid test), medical consultations,
nutrition and psychological counseling and pharmacy services (dispensing three months' worth of
medicine).

In this study, my primary objectives are threefold:

1.To identify the services provided to the personnel of Cagayan Police Provincial Office under the
Enhance Monitoring of Police Overall Wellness Program of the PNP;

2. To uncover and analyze the challenges faced in the provision of these services to the personnel
of the CPPO within the framework of the EMPOW Program; and

3. To formulate actionable recommendations aimed at enhancing the effectiveness and efficiency of


the EMPOW Program, drawing upon insights gained from the experiences and responses of
participants.
ABSTRACT
The CPPO strategically situated in the northern reaches of the Philippines, holds an
indispensable role as the linchpin of law enforcement within the region. A sound physical condition
is considered an invaluable asset within the PNP organization and plays a pivotal role in enhancing
productivity across various facets of human existence (Arcansalin,2018). Its sprawling jurisdiction
encompasses a diverse tapestry of communities, each with its unique set of challenges. These
challenges necessitate the relentless dedication of its personnel to the mission of maintaining
peace and order. Yet, this commitment comes at a cost – a cost measured in the form of
heightened stress levels, laborious work hours, and the daily confrontation of intricate and
demanding situations.
This region marked by its vibrant culture and varied landscapes, demands an exceptional
level of vigilance and adaptability from its law enforcement officers. The personnel of the CPPO,
comprised of men and women who have sworn to protect and serve, navigate through a mosaic of
responsibilities that encompass not only urban centers but also extend into rural, mountainous
terrain and coastal communities. Whether responding to a sudden surge in criminal activities,
addressing natural disasters, or engaging in community policing initiatives, the demands on these
police officers remain relentless.
Acknowledging these unique challenges and driven by a profound commitment to the
welfare of its officers, the Philippine National Police (PNP) has embarked on a pioneering endeavor
– the Enhanced Monitoring of Police Overall Wellness Program. This initiative, meticulously tailored
to address the specific needs of the Cagayan province, transcends conventional approaches to
wellness.
address these challenges by providing a range of wellness services to enhance the physical and
mental well-being of CPPO personnel, ultimately improving their job performance. However, to
achieve these objectives effectively, it is imperative to address the following issues:

a)Service Range and Quality: The specific services offered under EMPOW PROGRAM to CPPO
personnel, as well as the quality and accessibility of these services, remain unclear. Understanding
the comprehensiveness and effectiveness of the services is essential to ensure that personnel
receive the support they need.

b) Personnel Satisfaction: The level of satisfaction among CPPO personnel with the services
provided by EMPOW PROGRAM is not well-documented. Satisfaction is a crucial indicator of
whether the program aligns with the expectations and needs of the personnel.

c) Impact on Wellness and Performance: The extent to which EMPOW PROGRAM services
positively impact the overall wellness and job performance of CPPO personnel requires evaluation.
This assessment is crucial to determine if the program effectively contributes to the well-being and
effectiveness of the force.

d) Areas for Improvement: Identifying barriers and facilitators to accessing and utilizing the
services offered under EMPOW PROGRAM is vital. Uncovering challenges and areas for
improvement will guide efforts to optimize the program's effectiveness.
CASE ANALYSIS
A. Evaluation of the Case
This case study aims to address specific research questions, as well as any additional
inquiries that may have arisen throughout the duration of the study:

B. Result and Discussion:
The provision of services to the personnel of the CPPO under the EMPOW program by the
PNP is a critical initiative aimed at safeguarding the physical and mental well-being of the
dedicated individuals who serve in law enforcement. This qualitative case study delves into the
perceptions, experiences, and recommendations of CPPO personnel regarding the EMPOW
program. By examining their insights, this study seeks to shed light on the program's effectiveness
and areas for improvement.
The gathered interview responses from CPPO personnel provide valuable insights into
their perspectives on the EMPOW program. Respondents universally perceive the program's
objectives and goals as highly beneficial. It is clear that EMPOW is seen as a positive initiative that
allows them to regularly monitor their well-being. This not only fosters a sense of self-awareness
but also ensures that they are fit to carry out their demanding duties.
The personal experiences shared by the respondents highlight the dedication of the
medical personnel conducting the program. Their accommodating and approachable nature is
mentioned, emphasizing the program's effectiveness in providing not just medical services but also
a supportive environment for the personnel.
The impact of EMPOW Program on physical health, mental well-being, and overall job
performance is a central theme in the responses. Personnel believe that the program is
instrumental in maintaining good health and well-being, which, in turn, contributes to improved job
performance. This connection between health and job performance underscores the significance of
EMPOW in the lives of CPPO personnel.
While most respondents did not encounter significant barriers, a common issue raised is the
waiting time during the program. Suggestions for improving the scheduling and reducing waiting

Suggestions for setting up multiple stations and providing more medicines and vitamins reflect a
desire to enhance the program's reach and impact.

that addresses their health and well-being needs effectively.
The responses indicate that EMPOW program has a tangible impact on the physical
health, mental well-being, and overall job performance of the personnel. It not only helps them
monitor their health but also fosters a culture of health awareness and self-care within the
organization.

Discussion:
The actionable recommendations draw from the experiences and responses of
participants and aim to address the identified challenges. By implementing these
recommendations, the CPPO can enhance the effectiveness and efficiency of the EMPOW Program,
ultimately improving the well-being of its police personnel.

In conclusion, the study provides valuable insights into the services provided, challenges
faced, and actionable recommendations for the EMPOW Program. Implementing these can lead to
a more effective and efficient program that better supports the well-being of the CPPO's personnel
C. Proposed Solution/s or Changes Needed
Firstly, to address the long waiting times, a solution is proposed to diversify the service
locations of the EMPOW program. By establishing multiple service stations at various CPPO
locations, especially in remote areas, this can significantly reduce travel times for personnel,
making it more convenient for them to access the program. Increased staffing to accommodate
conduct assessments promptly and incorporate telehealth services for certain wellness
assessments.
Secondly, in response to concerns about the availability of medicines and vitamins
raised by some respondents, it is recommended to expand the medical team and resources
associated with EMPOW program. This expansion will ensure a well-stocked inventory of essential
medical supplies, eliminating concerns about inadequate provisions and allowing for a more
comprehensive range of medical services. Highlight any partnerships or collaborations with
healthcare providers or institutions that can help ensure a steady supply of medicines and
vitamins.
Thirdly, addressing the frequent mention of waiting times as a barrier to program
efficiency, the proposal includes the implementation of an appointment-based scheduling system.
This system would enable personnel to book slots in advance, thereby reducing wait times and
ensuring a more organized flow during EMPOW program sessions.
Fourthly, recognizing the potential for enhancing health education and promotion within
EMPOW program, it is suggested to introduce regular health seminars and workshops as an
integral part of the program. These sessions could cover a range of topics, including nutrition,
stress management, and fitness, providing personnel with valuable information to proactively
maintain their well-being.

solutions and changes offer a clear path forward.

personnel. Expanding the medical team and resources, the second proposal, directly addresses
concerns about the availability of essential medical supplies, ensuring that all necessary services
can be provided promptly.
The third proposal, implementing an appointment-based scheduling system, is poised to
streamline the process, making it more efficient and organized for both personnel and medical
staff. Meanwhile, the fourth proposal aims to EMPOWer personnel with knowledge and skills
through health education and promotion, promoting proactive well-being management.
Lastly, the fifth proposal introduces a structured feedback mechanism to capture the
voices of CPPO personnel. Their experiences and suggestions will be instrumental in fine-tuning
EMPOW continuously.
In summary, these proposed solutions and changes are designed to leverage the existing
strengths of EMPOW while addressing the identified areas of improvement. By implementing these
enhancements, CPPO can further prioritize the health and well-being of its personnel, ultimately
fostering a healthier, more resilient, and more effective law enforcement community. EMPOW will
not merely monitor their health but actively support and EMPOWer personnel in their pursuit of
well-being, ensuring their continued effective service to the community with unwavering
dedication.
D. Recommendation/s
To enhance the depth and breadth of understanding regarding the EMPOW program and
its impact on law enforcement personnel, the following research recommendations are proposed:
1) Longitudinal Study: Conduct a longitudinal study to track the long-term effects of EMPOW
program on the physical health, mental well-being, and job performance of CPPO personnel. This
extended timeframe will provide insights into the sustainability and lasting benefits of the
program.
2) Comparative Analysis: Expand the research to include a comparative analysis between
different police units or regions within the Philippines that have implemented similar wellness
programs. This comparative approach can reveal best practices and potential variations in
outcomes.
3) Qualitative Exploration: Conduct in-depth qualitative interviews or focus group discussions
with personnel who have faced specific health challenges and have directly benefited from EMPOW
program. This approach can provide richer narratives and personal stories that highlight the
program's significance.
4) Feedback Mechanism: Establish a structured feedback mechanism within EMPOW program to
continuously collect input from participants. This would help in real-time identification of barriers,
facilitators, and areas for improvement, contributing to program enhancement.
5) Cost-Benefit Analysis: Undertake a comprehensive cost-benefit analysis of EMPOW program
to evaluate its economic implications. This would assess the financial investments against the
