REGISTRATION
Barangay Micro Business Enterprise Act of 2002
RA9178: BMBE ACT OF 2002
• AN ACT TO PROMOTE THE ESTABLISHMENT OF
BARANGAY MICRO BUSINESS ENTERPRISES
(BMBEs),
• PROVIDING INCENTIVES AND BENEFITS THEREFOR,
AND FOR OTHER PURPOSES.

• encourages the formation and growth of Barangay micro business


enterprises by granting them incentive and other benefits.
• signed into law by President Gloria Macapagal-Arroyo on 13 November
2002.

ENTERPRISE

• any business entity or enterprise engaged in the production,


processing or manufacturing of products or commodities
• including agro-processing, trading and services

• *Total Assets shall not be more than Three Million Pesos


(P3,000,000.00)
• Total Assets includes those arising from a loan but exclusive of the
land.

much-needed employment and alleviate poverty.

• the Act primarily aims to integrate micro enterprises in the informal sector
into the mainstream economy. Strengthening BMBEs would mean more jobs
and livelihood, and a better quality of life for Filipinos.

**Under DTI-DAO 16-01, DTI is the sole agency which shall issue a Certificate of Authority
(CA) to registered BMBEs at Negosyo Centers or at DTI offices where Negosyo Centers have
not been set up.
CERTIFICATE OF AUTHORITY

"Certificate of Authority" is the certificate issued granting the


authority to the registered BMBE

to operate and be entitled to the benefits and privileges


accorded thereto.

• the Act primarily aims to integrate micro enterprises in the informal sector
into the mainstream economy. Strengthening BMBEs would mean more jobs
and livelihood, and a better quality of life for Filipinos.

The BMBEs shall be exempt from the coverage of the Minimum
Wage Law: Provided, That all employees covered under this Act shall be
entitled to the same benefits given to any regular employee such as
social security and healthcare benefits.

**The LGUs are also encouraged either to reduce the amount of local taxes, fees and charges imposed or to exempt the
BMBEs from local taxes, fees and charges.

• A BMBE Development Fund shall be set up with an endowment of Three


Hundred Million pesos (P300,000,000.00) from the Philippine Amusement
and Gaming Corporation (PAGCOR) and shall be administered by the SMED
Council.

• DTI, DOST, UP ISSI, CDA, TESDA, and Technology and Livelihood


Resource Center (TLRC) may avail of the said Fund for technology transfer,
production and management training and marketing assistance to BMBEs.

HOW TO REGISTER?

Basic requirements for NEW applicants and for BMBEs applying for
RENEWAL of registration:

• Business registration (SEC, CDA or DTI);


• Passport size ID Pictures
• Mayor’s Permit
• Sworn Statement of Assets & Liabilities
• Pictures and the place of business and its assets, other than CASH,
RECEIVABLES and TANGIBLES
WHO ARE ELIGIBLE TO
REGISTER

Any person, natural or juridical, or cooperative,


or association, having the qualifications may apply for
registration as BMBE
HOW TO REGISTER?

• For those with assets worth more than three hundred thousand pesos
(P300, 000) up to three million pesos (P3,000,000.00):
• TIN
• BIR Certificate of Registration
• Sworn affidavit that the enterprise is barangay-based and micro-business in nature and scope
• Copy of loan contracts (if any) and Duly-Notarized Certification of Amortization Payments
• Income Tax Return
HOW TO REGISTER?
Additional requirements for the RENEWAL OF BMBE
REGISTRATION:
• For those with assets worth three hundred thousand pesos (P300,000) and
less –
• Annual Information Return (for the year immediately preceding the renewal of
registration) duly filed with the BIR, together with its attachments
• For those with assets worth more than three hundred thousand pesos
(P300,000) up to three million pesos (P3,000,000.00) –
• Annual Information Return (for the year immediately preceding the renewal of
registration) duly filed with the BIR, together with its attachments
