So First we will explain what is Mass kara .

 The Mass Kara Festival in Bacolod City, Philippines, began in 1980. The name comes from the words "mass" which means
crowd, and "kara" which means for face.

cane, was being produced less due to the introduction of sugar substitutes like high fructose corn syrup in the United States.
This caused the local economy to be devastated.
 The festival is held annually in October and ends on the fourth Sunday of the month. The festival typically begins with a fun
run, walk, jog, or hike, and then the participants meet at the plaza to open the festivities.
