2.0 SCOPE/COVERAGE

3.0 PURPOSE

- remind all Local Chief Executives on their roles


relative to the conduct of road clearing operation
within their respective jurisdiction, and to guide all
concerned in the performance of their roles and
responsibilities in the implementation of road clearing
operations, BaRCO assessment and validation under
the Bagong Pilipinas Program.
4.0 DEFINITION OF TERMS

 Barangay Roads - refer to minor or tertiary roads, streets, and alleys under the management of the
barangay and other roads officially turned over to the barangay.

 Road clearing operations - refer to the act of removing or causing to remove illegal or unauthorized
road obstructions or encroachments along the road right of way, which encompasses the entire width of
the road carriageway (including travel way for motor vehicles and road shoulders) and sidewalk. The
widening of the scope of existing road right-of-way and activities undertaken for such purpose are
beyond the scope of this policy.

 Road obstructions - are illegal/unauthorized structures, materials, or activities within the road right-of-
way that impede the free and clear passage of motor vehicles, bicycles or pedestrians and/or pose
danger or cause injury to motorists, bicycle users, pedestrians, or occupants of nearby structures, e.g.
barangay halls, PNP/police station/sub-station, plant boxes, illegal terminals, ambulant vendors,
awning, tent, basketball court, and other obstructions and illegal constructions.
5.0 POLICY CONTENT

Capital Region, the barangay road clearing shall also
cover the Mabuhay Lanes, in coordination with the

2. Continuously conduct road clearing operations and mobilize all Sangguniang


Barangay Members (SBMs), elected Sangguniang Kabataan Officials (SKOs)
and Barangay Tanods, during the conduct of the BaRCO in all barangay
roads, minor/ tertiary roads, streets, alleys, and other roads officially turned
over to the barangay.
3. Seek assistance from the City/Municipal government, Local PNP and BFP
during the scheduled BaRCO.

4. Submit the accomplished Annex “C” and Annex “C-1” to the concerned
DILG City/Municipal Field Office, not later than the 20th day of every month,
along with the documentary requirements and means of verification (MOVs)
for reporting, assessment, and validation purposes by the DILG Field Office
concerned.

5. Continuously monitor barangay road situations, busy streets, violators, and/ or


obstructions in all public roads.

6. Collaborate, coordinate and provide the City/Municipal CVATT or the concerned City
Director/C/MLGOO with all the necessary information, documents photographs,
videos, presentations, that will establish the BaRCO compliance, including copy of
BaRCO-related ordinances, Executive Orders and Resolutions.

7. Submit all documentary requirements, photographs, videos, presentations, and other


means of verification (MOVs), on or before the deadline. No point shall be given to a
barangay that did not submit any report or document.

8. Ensure to maintain all barangays roads, streets, alleys, existing road right-of-way,
which shall include the sidewalk, road shoulders and the travelway, free from any
obstruction/illegal construction.

9. Based on Section 3.2.5.2 of DILG MC No. 2023-017, immediately report


any violation related to road clearing operations (RCO) outside the
coverage/management of the barangay, to the proper authorities for their
immediate and appropriate action.

COMPOSITE VALIDATION AND ASSESSMENT


TASK TEAM (CVATT AT ALL LEVELS)
 List down the types of road obstructions that were

 Reflect or write in “Column D” of Annex “E” or Annex “F”, in the case of NCR-Mabuhay
Lanes, the observation findings on the status of barangay roads.
 One (1) point shall be deducted in each type of obstruction found in every barangay
road, street, or alley.
 Taking picture is necessary as MOV/Proof of cluttered or clean roads, streets and
alleys or presence of obstructions/illegal constructions.

 Duly accomplish and sign the corresponding BaRCO Validation and Assessment Form,
and submit the same to the concerned Provincial Office or Regional Office, in the case
of HUC/ICC.

Provide the City/Municipal Mayor with a copy of the accomplished Annex ”G”.

Timely submit the Validation and Assessment Results/List of Top BaRCO Performers.
