If time is money, then the Philippines is losing P2.4 billion a day
in potential income due to traffic congestion that eats up time
that could have been used for productive pursuits,
Socioeconomic Planning Secretary Arsenio Balisacan said.

What is Traffic Safety?
Road traffic safety refers to the methods The basic strategy of a Safe System
and measures used to prevent road users approach is to ensure that in the event of a
from being killed or seriously injured. crash, the impact energies remain below the
Typical road users threshold likely to produce either death or
include: pedestrians, cyclists, motorists, serious injury. This threshold will vary from
vehicle passengers, horse-riders and crash scenario to crash scenario, depending
passengers of on-road public upon the level of protection offered to the
transport (mainly buses and trams). road users involved.

What does it
Mean?
For Example:
The chances of survival for an unprotected pedestrian hit by a
vehicle diminish rapidly at speeds greater than 30 km/h, whereas for
a properly restrained motor vehicle occupant the critical impact
speed is 50 km/h (for side impact crashes) and 70 km/h (for head-on
crashes).

As sustainable solutions for all classes of road safety have not been
identified, particularly low-traffic rural and remote roads, a hierarchy of
control should be applied:
3. The third level is about reducing the crash risk which involves
applying the road design standards and guidelines (such as
from AASHTO), improving driver behaviour and enforcement.
10
For road traffic safety purposes it can be helpful to classify roads into three
usages:
“
built-up urban streets with slower speeds, greater densities, and more diversity
among road users;

ACCIDENTS
Road Accidents
Accident is a very acute in highway transportation due to
complex flow pattern of vehicular traffic, presence of
mixed traffic along with pedestrians. Traffic accident
leads to loss of life and property.

Causes of road
accidents
Road Users - Excessive speed and rash driving, violation of traffic rules, failure to
perceive traffic situation or sign or signal in adequate time, carelessness, fatigue,
alcohol, sleep etc.
Vehicle - Defects such as failure of brakes, steering system, tyre burst, lighting
system .
Road Condition - Skidding road surface, pot holes, ruts.
Road design - Defective geometric design like inadequate sight distance, inadequate
width of shoulders, improper curve design, improper traffic control devices and
improper lighting,.
Environmental factors -unfavorable weather conditions like mist, snow, smoke and
heavy rainfall which restrict normal visibility and and makes driving unsafe.
Other causes -improper location of advertisement boards, gate of level crossing not
closed when required etc..
